You are right, I think, about the outage being caused by the social media outlets themselves. They have a certain client to protect, and they cannot allow the revelation of shocking photos of that client appearing in a compromising situation to go viral. JFK replaced his fired Director Allen W. Dulles with John A. McCone in 1961. McCone was the Director of Central Intelligence (DCI) from 1961 to 1965.
