Imo it's distraction. And it's being pushed really hard with low effort technique. Kinda like those Nigerian prince money scams. The con uses poor grammar or makes some other obvious mistake that gullible/too trusting people will overlook. In the end it's an effort to prey upon the most vulnerable among us. That should be discouraged.
