DARPA's LifeLog prospectus included the following:

 

LifeLog sought to compile a database of your every activity and relationship, even to include credit card purchases, web sites visited, the content of telephone calls, e-mails and instant messages, scans of hardcopies faxed or mailed, books and magazines read, television and radio selections, physical location recorded via wearable GPS sensors, and biomedical data from wearable sensors. The high level goal of this data logging was to identify "preferences, plans, goals, and other markers of intentionality".

 

Everyone with a smartphone is already GPS-tracked. The Oakland University mandate >>4201 adds the intrusive biomedical monitoring. I guess some of the fitbit apps do the same.
