Treasury said it would borrow about $270 billion more than its previous estimate for the July-September quarter, assuming an end-September cash balance of $800 billion. It borrowed $2.753 trillion through credit markets in the April-June quarter, a record for any quarter and higher than the previous record borrowing for a full fiscal year of $1.8 trillion in 2009. It ended the period with $1.722 trillion in cash.

 

In May, Treasury said it expected to issue $677 billion in net marketable debt in the July-September period. Treasury said it expects to borrow $1.216 trillion during the October-December quarter, assuming an end-December cash balance of $800 billion.

 

Additional details of Treasuryโ€™s quarterly refunding will be announced at 8:30 a.m EDT (1230 GMT) on Wednesday.

If they are led to believe mask-wearing will work to stop the spread, they will wear them seriously with the boot of the drill sergeant behind them. Yet, despite universal mask wearing, the super social distance rituals, and all precautions imaginable, it failed to stop an outbreak at Fort Benning in Georgia in May.

 

Here's how the outbreak unfolded, according to Elizabeth Howe of Connecting Vets. About 640 recruits from the 30th AG Battalion and 2nd Battalion, 29th Infantry Regiment arrived at Fort Benning in May for training and were immediately tested for COVID-19. Four recruits tested positive and were removed from the group while the remaining soldiers were placed in isolation for 14 days without any training exercises. After the 14-day quarantine, they were all retested and every single one was negative.

 

Only then did the training commence โ€“ with the full panoply of obsessive social distancing measures, including mask wearing. You can imagine that there will never be greater compliance to these rules than during military training. Yet, just eight days later, after one recruit exhibited symptoms, 142 of the trainees tested positive. That is 22% of the entire group isolated and quarantined together. As they were young, none of them were hospitalized and most were asymptomatic.

 

The case of Fort Benning should have served as a harbinger of what was to come in June with the surge of cases throughout the country, and now, the entire world. You cannot run or hide from God's respiratory viruses that spread as ubiquitously as the flu. However, at the same time, we see God's mercy โ€“ that the majority of cases are asymptomatic and there are very few serious cases outside of those who are immunocompromised.

The latest report of the Israeli State Comptroller unveiled some rare insights into the operations of the country's secretive Mossad agency, specifically showing that it went well beyond the boundaries of its budget limits, with spending in recent years reaching 2.6 billion NIS ($763 million), as opposed to the set ceiling of 1.5 billion ($440 million).

The news of the Mossad's exorbitant spending also comes as the Israel Defence Forces are struggling to cope with budgetary cutbacks. As a result, the military has been forced to abandon some of its ambitious weapon and equipment projects to sustain the ongoing ones amid shrinking funds allocated by the government.

Manhattan DA Investigating Trump For Bank, Insurance Fraud In Addition To Hush Money Payments

 

Manhattan District Attorney Cyrus Vance Jr. is investigating the Trump Organization for possible bank and insurance fraud, in addition to hush-money payments to several women made on Trumpโ€™s behalf, a court filing said Monday.

 

The Trump legal team has attempted to quash a subpoena for eight years of the presidentโ€™s personal and corporate tax records from his longtime accounting firm, Mazars LLC. In a complaint on July 27, Trumpโ€™s lawyers claimed the subpoena was โ€œwildly overbroadโ€ and issued in โ€œbad faith."

 

Vance shot back at the accusations in Mondayโ€™s filing, saying the claim that the subpoena is overbroad โ€œrests on the false premise that the grand juryโ€™s investigation is limited to so-called โ€˜hush-moneyโ€™ payments made by [Trump's personal attorney] Michael Cohen.โ€

 

"In light of these public reports of possibly extensive and protracted criminal conduct at the Trump Organization, there was nothing facially improper (or even particularly unusual) about the Mazars Subpoena, which issued in connection with a complex financial investigation, requesting eight years of records from an accounting firm," the filing said. The filing cites a Washington Post article in March 2019 that claimed Trump sent โ€œdeeply flawedโ€ documents over-inflating his net worth to convince lenders to provide him with funding.

 

โ€œAs this reporting makes clear, at the time the Mazars Subpoena was issued, there were public allegations of possible criminal activity at Plaintiffโ€™s New York County-based Trump Organization dating back over a decade,โ€ the filing continues.

 

Cohen told the House Oversight Committee in February 2019 that Trump inflated his net worth by $4 billion in a failed attempt in 2014 to buy the NFL's Buffalo Bills. Cohen also claimed that Trump would deflate his assets to pay less in real estate taxes.

 

โ€œIt was my experience that Mr. Trump inflated his total assets when it served his purposes, such as trying to be listed among the wealthiest people in Forbes, and deflated his assets to reduce his real estate taxes,โ€ Cohen said at the hearing.

 

Cohen is currently serving the last two years of a three-year prison sentence in home confinement after he pleaded guilty to violating campaign finance laws and lying to Congress. During the 2016 campaign, Cohen paid hush money to two women involved in extramarital affairs with Trump, with the scheme playing a central role in Vanceโ€™s investigation.

 

Cohen has alleged that Trump directed the hush-money payments.

Oakland University will require residents to wear a โ€œBioButtonโ€ in residence halls when students return to campus this fall amid the coronavirus pandemic.

 

The โ€œBioButtonโ€ is wearable technology that monitors your vitals, including temperature and heart-rate, in real time. It can last for up to 90 days. Itโ€™s meant to be worn on the chest and connects to your mobile device.

 

โ€œIn order to lower the risk of virus outbreaks on campus a BioButton screening tool is being used. It provides additional information for health screening. The button will be used in conjunction with the daily health assessment to determine if you are able to participate in campus activities. The individual data will remain private to the wearer and is not shared with others,โ€ the university states on its website.

 

A group of Oakland University students have launched a petition against the policy, citing an intrusion of privacy and data.

 

โ€œA large portion of students feel that this in violation of their privacy and some students have stated that their rejections of this idea come from a religious basis. Moreover, the new idea (evidently a large adjustment) was not mentioned but instead put further into the website for individuals to stumble across,โ€ the petitionโ€™s author writes.

 

As of Monday morning, the petition had more than 2,000 e-signatures. The university is also advising the BioButton to be worn by faculty, staff, and students who will be on campus regularly.

Last week an organization of doctors called Americaโ€™s Frontline Doctors went to Washington DC and gave a press release in front of the Supreme Court.

 

What this group of doctors said directly contradicted official positions of the World Health Organization and the Centers For Disease Control regarding the coronavirus and treatment of the infection as the new experimental vaccine could arrive before the end of the year.

 

Members of the doctorsโ€™ organization have been fired from their jobs, they have had their website removed and the viral video has been almost scrubbed from the internet.

Whatโ€™s more, the definition of โ€œeffectiveโ€ means that it simply has to โ€˜minimize the most serious symptoms,โ€™ according to the report.

 

โ€œWe should anticipate the SARS-CoV-2 vaccine to be similar to the influenza vaccine,โ€ said Dr. Kathleen Neuzil, director of the Center for Vaccine Development at the University of Maryland. โ€œThat vaccine may or may not keep people from being infected with the virus, but it does keep people out of the hospital and the ICU.โ€

 

Because of this, experts say that the first round of COVID-19 vaccines probably wonโ€™t eliminate the need for masks, social distancing and other measures. So โ€“ after all the promises made by government officials, a vaccine may only reduce symptoms, and may turn into a recurring shot that only works on half the population.

A Trump administration appointee on Monday alleged that there is "rampant anti-Christian sentiment" at the United States Agency for International Development. Merritt Corrigan, who serves as the deputy White House liaison to the agency, which is responsible for federal foreign aid, wrote on Twitter that she plans to "expose" the bias in a Thursday press conference. Corrigan also accused New Jersey Sen. Bob Menendez and New York Rep. Eliot Engel of engaging in a "corrupt campaign" to remove her from USAID. Corrigan also criticized Virginia Sen. Tim Kaine and New Jersey Sen. Cory Booker for calling for her ouster. Corrigan said that she is concerned by what she sees as funding that favors gay and transgender causes in opposition to "Christian beliefs, which are shared by the majority of Americans." Engel, along with other House Democrats, in July called for Corrigan to resign from USAID, citing her history of "homophobic, misogynistic, and xenophobic" comments. Corrigan told the Washington Examiner that House Democrats have also privately put "tremendous pressure" on her and other people at the agency who share her beliefs. Corrigan worked at the Hungarian Embassy prior to her appointment to USAID, where she tweeted many of the statements for which she has been criticized. Some of these include praise for Hungarian President Viktor Orban, criticism of Massachusetts Sen. Elizabeth Warren's support for gay marriage, and criticism of pro-immigration partisans. The University of Pennsylvania pocketed a $3 million donation last year from a mysterious Hong Kong shell company that is owned by a Shanghai businessman with deep ties to Chinese government officials.

 

The donation from Xu Xeuqing, who has no apparent connection to the University of Pennsylvania and was previously embroiled in a Shanghai public corruption scandal, raises questions about the true source of the money. Documents reviewed by the Washington Free Beacon show Xeuqing has close ties to the Chinese Communist Party.

 

China has poured money into American universities in recent years, in part to buy influence on campuses, experts say. The donation comes as federal prosecutors have increased scrutiny on the Chinese governmentโ€™s influence-buying and espionage operations at American universities.

 

"Unequivocally theyโ€™re using the money theyโ€™re providing the universities to garner influence there," said Ben Freeman, the director of the Foreign Influence Transparency Initiative at the Center for International Policy. "Itโ€™s not the sole motive, but itโ€™s one of a variety of motives."

 

Foreign money has poured into the school over the past few years with a significant portion coming from China. The Ivy League school received $61 million in gifts and contracts from China between March 2017 and the end of 2019; over the previous four year period, it took in just $19 million from Chinese donors.

 

The University of Pennsylvania received the $3 million in question from a Hong Kong-based company called "Nice Famous Corporation Limited," according to financial disclosures. And while a spokesman for the university, Stephen McCarthy, initially told the Washington Free Beacon that the money came from a Chinese national named Xin Zhou whose firm is "a large client" of the university's business school, a review of Chinese public records by the Free Beacon could not establish a connection between Zhou and the Nice Famous Corporation.

 

McCarthy did not respond to a request for further comment about why the university attributed the donation to Zhou.

In fact, corporate records indicate that the Nice Famous Corporation Limited is wholly owned by another Chinese national, Xu Xeuqing, a real estate developer well-connected in Chinese political circles.

The company does not appear to operate from its registered address in Hong Kong, according to an agent of the Free Beacon who visited the office. In fact, another companyโ€”Double Rich Development Ltd., which specializes in the import and export of ore and mineralsโ€”sits there.

The main reason, according to economists and financial executives, is government stimulus programs launched in the U.S. and other advanced economies that have worked unexpectedly well. The flood of money, along with debt-relief measures such as deferred-mortgage and student-loan payments, has stabilized the finances of many households and even left some in better shape than before the pandemicโ€”at least for now.

 

April was the largest monthly drop in revolving credit on record, while May was the second-largest, according to Federal Reserve data. Personal-loan originations were down by a third in mid-May compared with the beginning of March, according to Equifax.

 

Since February, credit-card debt is down 11% in Canada, 14% in the U.K. and 17% in Australia. In the eurozone, credit-card debt and other forms of revolving credit for households fell 5% between February and June.

I studied world religions for years. In general, symbols (any symbols) are a bit like pointers in programming. They reference something else. Leprosy type 1 reactions (T1R) are due to increased cell-mediated immunity and result in localized tissue damage. The anti-inflammatory drug prednisolone is used for treatment, but there is little good in vivo data on the molecular actions of prednisolone. We investigated the effect of prednisolone treatment on tumor necrosis factor alpha (TNF-ฮฑ), interleukin-1ฮฒ (IL-1ฮฒ), IL-10, and transforming growth factor ฮฒ1 (TGF-ฮฒ1) mRNA and protein expression in blood and skin biopsies from 30 patients with T1R in India. After 1 month of prednisolone treatment the sizes of the skin granulomas were reduced, as were the grades of cells positive for TNF-ฮฑ and IL-10 in skin lesions. Increased production of TGF-ฮฒ1 was seen in skin lesions after 6 months of prednisolone treatment. Expression of mRNA for TNF-ฮฑ, IL-1ฮฒ, and TGF-ฮฒ1 was reduced, whereas no change in IL-10 mRNA expression was detected during treatment. The circulating cytokine profiles were similar in patients with and without T1R, and prednisolone treatment had no detectable effects on cytokine expression in the blood. The data emphasize the compartmentalization of pathology in T1R and the importance of the immune response in the skin. Clinical improvement and cytokine expression were compared. Surprisingly, patients with improved skin and nerve function and patients with nonimproved skin and nerve function had similar cytokine profiles, suggesting that clinical improvement is not directly mediated by the cytokines studied here. This in vivo well-controlled study of the immunosuppressive effects of prednisolone showed that the drug does not switch off cytokine responses effectively.

Mycobacterium leprae not only may determine symptoms that mimic lupus flares, including autoantibodies production, but could also act as a trigger for lupus reactivation; however, its association is still not fully explored. As demonstrated for tuberculosis, it is quite possible that molecular mimicry may also be involved in the interface of these two diseases. Some studies reported shared epitopes among idiotypes derived from 8E7 and TH9 lepromatous antibodies and those obtained from SLE patients, and it could partially explain the triggering phenomenon of SLE caused by M. leprae. We report and discuss three Brazilian patients whose disease was inactive and presented disease flares concurrently with the diagnosis of leprosy.

Adam Schiff activates inquiry into DHS intelligence office over response to protests

 

Rep. Adam Schiff sent a letter to Department of Homeland Security officials announcing an investigation into the actions the agency took to respond to widespread protests in Portland, Oregon, over the last few weeks. The California Democrat, who chairs the House Intelligence Committee, addressed concerns over how the department collected intelligence and extensively monitored journalists and nonviolent protesters. The letter was addressed to DHS acting Secretary Chad Wolf and Horace Jen, Office of Intelligence and Analysis acting undersecretary. "Let me be clear: reporting regarding the monitoring of peaceful protesters, creating and disseminating intelligence reports about journalists and protesters, and potential exploitation of electronic devices is deeply troubling," Schiff writes. "The revelations require a full accounting, and, if substantiated, must never be allowed to occur again."

 

The committee is requesting several DHS and I&A officials be made available this month for transcribed interviews, including Jen, the former acting Undersecretary for I&A Brian Murphy, and others involved in the activities surrounding the protests. The committee is also seeking additional intelligence reports, including those referenced in Washington Post articles and a copy of I&A policies and guidance. "If the department does not produce the information and persons requested, and according to the timetable described in this letter, the committee will consider all options necessary to obtain complianceโ€”including compulsory process," Schiff writes. The inquiry comes after Murphy was removed from his post after reports from the Washington Post revealed his office had compiled intelligence reports on journalists and protests in Portland. In days leading up to Murphy's removal, his office compiled Open Source Intelligence Reports about the work of two journalists who had published leaked department documents. In a separate intelligence report, the office also analyzed the communications of protesters. Murphy was reassigned to a new position in the department's management directorate, an administrative support office, at the direction of Wolf. Wolf ordered I&A to stop collecting information on journalists and ordered an investigation after the article came out. Portland became the focus of federal activity, and monitoring after unrest led to increased violence in the area, prompting the Trump administration to send in federal agents to help quell the activity.
