Thought - Are the DS using somekind of sempahore to communicate? Would seem to connect the YMCA and signals queries. Semaphore towers could easily be erected atop of a building and look like a type of aerial.

• re previous thoughts, semaphore signals could easily be sent/ diisguised by using a US flag attached to a building - adjust the angle (or height if the post is vertical) of the flag(s) in a swift manner and hey presto, message sent.
