U.K. and Turkey Expected to Sign Continuity Trade Deal Tuesday

 

The U.K. expects to sign a continuity agreement with Turkey on Tuesday to roll over tariff-free trade arrangements worth 18.6 billion pounds ($25 billion) last year. “It will provide certainty for thousands of jobs across the U.K. in the manufacturing, automotive and steel industries,” Trade Secretary Liz Truss said in an email. “We now look forward to working with Turkey towards an ambitious tailor-made U.K.-Turkey trade agreement in the near future.”

 

The deal, which will be the first signed since the U.K. reached a trade accord with the European Union on Dec. 24, will be signed this week subject to approval from the bloc, which has a Customs Union agreement with Ankara, Truss’s office said.

Barrie Deas, chief executive of the National Federation of Fishermen’s Organisations (NFFO), says Boris Johnson’s Brexit deal is “a defeat”, with the Tory accused of having “bottled it” on fishing and “sacrificed” the country’s long-suffering fishermen.

 

“When push came to shove, despite the legal, moral and political strength of our case, fishing was sacrificed,” Deas lamented in a St Stephen’s Day interview reacting to news that Johnson’s deal included a further five-and-a-half year “transition” for EU trawlers — on top of the almost four years they have already had since the 2016 vote to leave the EU — to plunder British fisheries, with promises of full sovereignty after this period looking increasingly shaky.

 

“[T]he EU made the whole trade deal contingent on a UK surrender on fisheries,” the fishing industry leader continued.

 

“In the end-game, the Prime Minister made the call and caved in on fish, despite the rhetoric and assurances that he would not do what Ted Heath did in 1973,” he added.

 

Edward ‘Ted’ Heath was the controversial Tory prime minister who took Britain into the European Economic Community (EEC), as the EU then was, without a referendum.

 

Brussels had changed its rules to designate fisheries as a so-called “common resource” until its management right before the British joined, bringing the richest fisheries in Western Europe with them, in a move which would prove devastating for the country’s fishermen as the bloc shared out the lion’s share of stocks to foreign fleets.

 

Heath had known the Common Fisheries Policy (CFP) would deliver a hammer blow to the British fishing industry but pressed on anyway, with official notes released decades later revealing officials had decided fishermen were “expendable”.

Claims by the Prime Minister and his team that 25 per cent of the fish the EU currently takes from British waters — far less than British negotiators had been asked for, and a far cry from the full control over national fisheries enjoyed by countries such as Iceland and Norway — will be returned, little by little, over the course of the transition are also being questioned by groups such as Fishing for Leave and former Brexit Party politicians including Martin Daubney, who are struggling to find how even this modest figure has been arrived at based on their own readings of the published figures.

“Really annoyingly embodied in the deal is a reference to penalties and compensation which must be paid to foreign fishermen if we decide to deny them access to our 12-mile limit in five years’ time. Maersk Elba Under Tow to Algeciras Following Engine Room Fire

The Maersk Elba is under tow to the Port of Algeciras following an engine room fire that left the ship disabled just off Portugal’s southern coast.

 

The fire broke out December 26 as the containership was underway from Colombo, Sri Lanka to Felixstowe in the U.K.

 

According to Portugal’s National Maritime Authority, an alert was received through the Lisbon Maritime Search and Rescue Coordination Center (MRCC Lisboa) reporting that a ship was adrift and without propulsion due to a fire in the engine room.

 

The fire was contained and extinguished without injury to the ship’s crew and the vessel was able to anchor 2 miles off the coast of Sagres, the AMN said.

 

An update from agency this week said an inspection of the Maersk Elba determined that it was unable to sail under its own power and it is now under tow by two tugs to Algeciras, Spain with an expected arrival on Thursday, December 31, according to AIS data.

 

The 370-meter-long Maersk Elba is a 13,100 TEU built in 2010 and registered in Denmark.

 

“Maersk has informed MSC of an incident involving a fire on its container ship MAERSK ELBA, en route from Suez to Felixstowe,” MSC Mediterranean Shipping Company said in a notice to customers. “As a result of the incident, the vessel is currently under towage and is expected to arrive at Algeciras, Spain on 31 December 2020. The vessel will undergo temporary repairs before resuming her voyage to Europe.”

 

“The MAERSK ELBA was carrying cargo for MSC customers as part of our Shogun-Pearl service. We have been in touch with customers impacted by the incident.”

Woman arrested in connection with video filmed at Gloucestershire Royal Hospital

 

Police have confirmed an arrest has been made in connection with an incident at one of the county's hospitals.

 

A 46-year-old woman has been arrested after a video was filmed at Gloucestershire Royal Hospital and posted online.

 

Officers from Gloucestershire Constabulary arrested the woman yesterday on suspicion of a public order offence.

 

She has been bailed until January on condition she does not to enter any NHS premises unless it is for an emergency or an appointment.

 

The woman has not been named.

 

A statement from Gloucestershire Police said: "Following a number of reports in relation to a video filmed by a member of the public at Gloucestershire Royal Hospital and posted online, officers arrested a 46-year-old woman yesterday (Tuesday 29 December) on suspicion of a public order offence.

 

"The woman has been bailed to return to police on 21 January, with conditions that she cannot enter any NHS premises or the grounds of any such premises, unless in the case of an emergency or to attend a pre-arranged NHS appointment."

U.K. to Lift Swiss Share-Trading Ban Following Brexit

 

The U.K. is set to reverse a ban on trading in Swiss shares following its exit from the European Union.

 

The Treasury plans to put legislation to lawmakers in the coming days that will take effect three weeks later if approved, according to a spokesman. The story was first reported by the Financial Times. “Once in force, the Swiss State Secretariat for International Financial Matters have indicated they will reciprocate by removing restrictions on U.K. trading venues,” the spokesman said.

 

The move has been expected. In September, the U.K. confirmed it would introduce the legislation as soon as its equivalence powers came into effect. Exchange operator CBOE Europe has said it’s planning to reintroduce Swiss-listed securities in the U.K. once British and Swiss mutual recognition is implemented.

 

The U.K. allowing Swiss shares to trade will do little to overcome the exodus of EU shares after Brexit. The three biggest venues in London that handle European shares saw almost all of this business shift into the EU on the first day of trading after the U.K. completed its exit from the bloc on Dec. 31. Aquis Exchange Plc Chief Executive Officer Alasdair Haynes told Bloomberg TV on Jan. 4 that 99.6% of its European stock trading moved to its parallel venue in Paris. Cboe Europe saw 90% shift to its Amsterdam venue, while 92% of such trades on London Stock Exchange Group Plc’s Turquoise platforms were inside the bloc by 3 p.m. in London on Jan. 4, the first day of trading after Brexit. The moves represent about 4.6 billion euros ($5.6 billion) of trades, according to data from Cboe Global Markets Inc.

 

A political row led to the Swiss Stock Exchange losing EU recognition in 2019, a move the U.K. had to comply with while still a member of the bloc. Brexit has now freed it of those constraints.

 

London’s dominance as an investment-management hub is also uncertain. The European Commission is studying whether to tighten rules over how EU–based funds delegate the management of portfolios to investors outside the bloc. While delegation isn’t likely to be banned, Brussels could make it more expensive to manage funds from third-party countries such as the U.K. by increasing compliance and governance obligations.

 

Britain and the EU have agreed to draft a memorandum of understanding around the regulation of financial markets by March, an agreement that will supplement the broader Christmas Eve trade agreement, but which won’t be as legally binding. An agreement would still help establish a framework for granting equivalent access to each others’ markets, with predictable rules and proper consultation on any decision to withdraw access.
