Amazing if true. I know Wictor is a mixed bag, but this scenario makes a ton of sense.

Local civil authorities must be "unable, fail, or refuse" to protect the civilian population for military forces to be called in, Pentagon directives make clear.”

 

This brings new light to Makes sense with what Def Sec Miller said to Pence in early December - thanking him publicly and emotionally for ‘guiding him through the most complex military ops ever undertaken’.
