He is the Obama-era Inspector General that Eric Holder used to sneer at, because he knew that it was his role as AG to set the scope of investigations Horowitz was allowed to undertake. This rule was changed later by the Inspector General Empowerment Act of 2016, signed by President Barack Obama on December 16th 2016 (after he knew that Donald Trump would be the next president). The legislation, authored by Jason Chaffetz and Daryl Issa and cosponsored by Elijah Cummings and Mark Meadows, was theoretically intended to make it easier for the IG's office to be used against Donald Trump. However, as Horowitz was free to pursue investigations of his choosing, he chose to look into FBI misconduct. He is the one that determined that the FISC was abused in the Trump-Russia investigation. However, this only led to charges for one agent, Kevin Clinesmith, for changing the wording of emails before sending them along with FISA warrant materials. Klinesmith was sentenced to community service. Perhaps Horowitz's investigation was a "whitewash."
