What is the Police Services Board?
Every municipality in Ontario with its own police service must have a civilian board to govern that police service. Police services boards are independent bodies established by provincial legislation called the Police Services Act. The boards represent community interests and are accountable to the Ministry of Community Safety & Correctional Services, and the Ontario Civilian Police Commission located in Toronto.

The Council members and the citizen appointed by Council serve for the duration of the Council term. The provincial appointees serve up to three year terms, which expire at various times. At the first meeting each year, the Board appoints a Chairperson for that year.

Member Job Description
Section 31 of the Police Services Act sets out the responsibilities boards must fulfill on behalf of the residents of their municipality. The primary role of the board is to establish, after consultation with the Chief of Police, the overall objectives and priorities for the provision of police services and the safety and security of citizens. Some of its other key responsibilities include:
Recruiting and appointing the Chief of Police and Deputy Chiefs of Police;
Annually assessing the Chief's performance;
Approving annual operating and capital budgets for the Police Service;
Establishing policies and by-laws for the effective management of the police service;
Preparing a business plan for the Police Service every three years.
The Board cannot direct the Chief with respect to specific operational decisions or day-to-day operations of the Service. The Chief of Police is responsible for administering the Police Service and overseeing its operation in accordance with the objectives, priorities and policies established by the Board.
Diane Deans
Diane Deans was first elected to Ottawa City Council in November 1994.In October 2018, she was re-elected to her eight consecutive term. She proudly represents over 48,000 south-end residents who live in Gloucester-Southgate Ward.
As well as being the Gloucester-Southgate Councillor, Diane is the Chair of the Ottawa Police Services Board and Chair of Crime Prevention Ottawa. Diane is also a member of the City’s Transportation Committee, the Community and Protective Services Committee and the Committee of Revision.
Diane has been recognized for her outstanding contributions to municipal life in Ottawa in a number of ways. These include being the recipient of the City Manager’s Award for her leadership as the Honorary Co-Chair of the City’s United Way Campaign, the Ottawa Public Library’s Order of Friendship Award, the Consumers’ Choice Woman of the Year Award and the Ontario Paramedic Association’s Award of Appreciation.

Carol Anne Meehan
Carol Anne is a native of Pembroke, Ontario. She studied journalism at Ryerson University and embarked on a career that saw her work in many Canadian cities, including Pembroke, Sudbury, Edmonton and Calgary.
She moved to Ottawa in 1989 to join the CJOH News team as co-anchor with Max Keeping, a position she enjoyed for 27 years.
In 2015, Carol Anne launched a web blog called Local Stories, Local People. She also hosted The Carol Anne Meehan Show on 1310 NEWS. She followed that with Coffee With, a series of interviews with local residents.
Carol Anne made the jump into municipal politics in 2018. She was elected City Councillor of Ward 22, Gloucester-South Nepean on October 22, 2018. She brings extensive community knowledge and engagement to the job.
Carol Anne lives with her two children and her dog on the western side of the Vimy Memorial Bridge in the Ward.
