Ukraine makes decision on mobilization

 

Kiev will not call up additional troops in response to Russia’s partial mobilization, a presidential adviser said

 

Ukraine will not announce additional mobilization in response to the referendums on joining Russia currently underway in the eastern part of the country, Mikhail Podolyak, adviser to Ukrainian President Vladimir Zelensky, told German TV program Tagesschau on Monday.

 

“We have already created reserves through the territorial defense system and will actively use these reserves. We should not announce additional mobilization today,” he told the outlet. “We have everything, and we are ready for more Russian troops.”

 

Podolyak insisted Ukraine was losing far fewer soldiers than Russia, echoing the words of Zelensky, who said last week that his army was suffering at least 50 daily casualties but that Russian losses dwarfed that figure by a factor of five. Russian Defense Minister Sergey Shoigu had announced just days earlier that, while Russia has lost 6,000 troops since the beginning of the offensive in February, Ukraine has lost about 61,000. According to the Ukrainian side, about 55,000 Russian soldiers have been killed. According to the CIA, by the end of July Russia had lost more than 15,000 troops in Ukraine. British intelligence reported 20,000 deaths back in June.

 

The Ukrainian presidential adviser also claimed Russia uses 90% of its firepower destroying critical and civilian infrastructure and the civilians who need it, blaming its military for wiping out 1,200 settlements in areas Kiev has been shelling for eight years. Amnesty International had earlier criticized Ukraine for stationing its soldiers inside residential buildings, schools and hospitals, denouncing the use of civilians as human shields as a violation of international humanitarian law.

 

While Ukraine may not need additional manpower just yet, Podolyak said, a military victory would require tanks – and not the low-budget Soviet variety, either. Only “Western-style machines such as the Leopard 2” will do, he told his German audience.

 

Ukraine and Germany have locked horns over Berlin’s refusal to supply Leopards, with German Defense Minister Christine Lambrecht declaring earlier this month that her country had reached its limit for supplying military aid, and could not give away more weapons without endangering its own security. Germany has already delivered Singer anti-aircraft missile systems, Gerard anti-aircraft gun tanks, and Panzerhaubitze 2000 self-propelled howitzers to Ukraine, but Kiev – and even some German officials – are unsatisfied with anything short of the Leopards.

 

Referendums on joining Russia are underway in the Russian-controlled eastern regions of Kherson and Zaporozhye as well as the independent Donbass republics of Donetsk and Lugansk. Moscow announced a partial mobilization last week.

Armed black militants marched the streets of Austin, Texas on Saturday in a "Second Amendment Unity Walk" where they demanded reparations and that Joe Biden close the border.

The rumours come ahead of a key political meeting of China's Communist Party next month, and as Chinese authorities announce a spate of high-profile sentences of top officials.

 

Rumours have been swirling online in recent days of activity in China, with unsubstantiated reports suggesting a military coup against President Xi Jinping.

 

Over the weekend, several Twitter accounts with thousands of followers shared unconfirmed rumours the president was under house arrest after being removed as the head of China's People's Liberation Army (PLA).

 

This has not been confirmed by any official source or state media.

Evidence cited online included footage allegedly showing a convoy of military vehicles, reportedly up to 80 kilometres long, heading into Beijing, with reports of mass flight cancellations adding to speculation.

 

So, what do we actually know for sure?

 

The claims and who's making them

Rumours started appearing on social media following Mr Xi's recent appearance at a meeting of the eight-nation Shanghai Cooperation Organisation (SCO).

 

On 24 September, Indian politician Subramanian Swamy tweeted to his millions of followers: "New rumour to be checked out: Is Xi Jingping under house arrest in Beijing?

 

"When Xi was in Samarkand recently, the leaders of the Chinese Communist Party were supposed to have removed Xi from the Party’s in-charge of Army. Then house arrest followed. So goes the rumour."

 

Jennifer Zeng, a Chinese human rights activist with over 206,000 Twitter followers, posted a video which she claimed showed an 80-kilometre-long convoy of PLA military vehicles heading to Beijing.

 

"Meanwhile, rumour has it that #XiJingping was under house arrest after #CCP seniors removed him as head of PLA," she wrote on Twitter.

 

The video was widely shared on social media, including by Gordon Chang, author of a book titled 'The Coming Collapse of China'.

 

"This video of military vehicles moving to Beijing comes immediately after the grounding of 59 per cent of the flights in the country and the jailings of senior officials," he wrote on Twitter.

Turbines in One Part of Norway Are Falling Apart Because of…the Wind

 

Norway is awash in oil and gas. But the Norwegian government prefers renewables, including wind power. However, for turbines to work, two things need to happen. One, the wind needs to blow. And two, the turbines need to work. At the Ånstadblåheia wind farm near Sortland, Norway, these two factors have combined to create a unique headache for the environmentally-minded.

 

The wind is blowing, so there’s that problem solved. But the farm’s turbines cannot handle it. Since 2020, at least seven parts of the turbines have fallen off during high winds. Life In Norway reports that the Norwegian Water Resources and Directive has given the farm until October 10 to fix the problem or shutter operations.

 

The site notes that there is a standard for turbine construction in Norway and that they must be able to handle harsh weather and, well, high wind. A power plant spokesman said that the wind and weather in the area create some of the toughest conditions to subject machinery to.

 

One of the favorite criticisms of wind power has been that the wind does not always blow. Well, that does not seem to be a problem in Sortland. Life in Norway notes that wind and ice have caused panels and covers to fall to the ground. If the wind is so strong that it’s blowing pieces off these things, exactly where is all this junk landing? Is it hitting cars? Hikers? Wildlife? Technicians are on the job as you read this, hoping to have the turbines operational and safe before the drop-dead date.

 

In the United States, before a company can drill for resources, there are at least feasibility studies, environmental impact studies, and countless reviews. I would think that Norway would have something like that in place. Didn’t anyone at least do a study of the conditions in the area or the quality of the equipment before putting the things up? Or did they just say, “Green is good! Get those turbines up right now!”

 

Ironically, CNS News reported back in July that a wind turbine in Sweden collapsed, and people were urged to avoid it because it was leaking — wait for it — oil. Turns out, much to the surprise of environmentally conscious Swedes, oil is pretty darn important for making sure that the gearboxes of wind turbines function as they should. The article quoted Patricia Pitsel, Ph.D., Principal at Pitsel & Associates Ltd., who said the average wind farm needs around 12,000 gallons of oil.

 

Someone better call Wile E. Coyote to see if he has any old ACME parts lying around. Or maybe get some duct tape.

II. The study of the ancient Near Eastern evidence, esp. iconographic representations, has been instrumental in the attempts to clarify the meaning and background of the seraphim. While some scholars have hinted that the seven thunders of →Baal and his lightning bolts or their iconography might provide illuminating parallels (cf. ANEP no. 655), there is now an emerging consensus that the Egyptian uraeus serpent is the original source of the seraphim motif (JOINES 1974; DE SAVIGNAC 1972). This interpretation was worked out by KEEL (1977:70–124) who was able to adduce iconographic evidence showing that the uraeus motif was well known in Palestine from the Hyksos period through the end of the Iron Age (on scarabs and seals). During the 8th century BCE the two-winged and, in Judah especially the four-winged, uraeus is a well attested motif on seals, while six-winged uraei do not seem to occur. Friezes with uraei (without wings) are found in Egyptian and Phoenician chapels. The English term “uraeus” is a loan-word from Greek which was in turn taken from the Egyptian word for the cobra figure worn on the forehead of Egyptian gods and kings, whom the cobra protects by means of her “fire” (poison). Among the Egyptian designations for the uraeus one finds the word ʒḫt, “flame”. The pre-eminent cobra deity in Egypt was the crown god Uto.

III. Previous attempts to take the two occurrences in Isa 6:2, 8 as more or less distinguished from the rest of the attestations (BDB 977) have now been generally abandoned. In the Pentateuch we find Yahweh sending hannĕḥāšîm haśśĕrāpîm, “the fiery serpents” (RSV), among the people (Num 21:6), commanding →Moses to make →Nehushtan, “fiery serpent” (Num 21:8). The desert is the place of “fiery serpents” (Deut 8:15), the abode of “the flying serpent” (śārāp mĕʿôpēp, Isa 30:6). In Isa 14:29 “the flying serpent” is used as a political metaphor for a new leader: “… for from the serpent’s root will come forth an adder, and its fruit will be a flying serpent.” That all five of the passages apart from Isa 6, understand śārāp to be a serpentine being is clear from the terminology used in the contexts in question, and two passages explicitly mention a winged serpent.

In Isa 6, the seraphim appear in connection with the enthroned heavenly king, →Yahweh Zebaoth. The following may be said about their position, form, number and function. Their position, ʿōmĕdîm mimmaʿal lô, “standing above” Yahweh (v 2), lends itself to comparison with the raised uraei on the chapel friezes, where the uraei are however without wings. Whether their shape is serpentine or more humanoid is a matter of dispute. As for number, there are probably two seraphim in Isa 6 (cf. v 3a). Concerning their function Isa 6 displays a noteworthy mutation of the uraeus motif (KEEL 1977: 113): instead of protecting Yahweh the seraphim need their wings to cover themselves from head to feet from Yahweh’s consuming holiness; Yahweh does not need their protection. Isaiah thus uses the seraphim to underscore the supreme holiness of the God on the throne.

IV. The seraphim occur a number of times in the pseudepigrapha and later Jewish literature (see OTP 2, index sub seraphim and J. MICHEL, RAC 5, 60–97). The seraphim, →cherubim and ophanim are described as “the sleepless ones who guard the throne of his glory” (1 Enoch 71:7).

Federal authorities on Tuesday charged 47 people in what they described as the country’s largest COVID-19 funding scam, alleging an elaborate operation that stole at least $250 million in federal funds meant to feed needy children but that went instead to buy cars, luxury goods, jewelry and property in the United States, Kenya and Turkey.

 

The alleged scheme was centered around Feeding our Future, a Minnesota nonprofit that prosecutors say was a conduit for illegal payments and whose leaders received kickbacks. Charges include conspiracy, wire fraud, money laundering and bribery.

 

“These individuals believed they could steal tens of millions of dollars from federal nutrition programs,” U.S. Attorney for Minnesota Andrew Luger told reporters. “Their goal was to make as much money for themselves as they could while falsely claiming to feed children in the pandemic.”

 

Luger called it a “brazen scheme of staggering proportions.”

 

The defendants include Mahad Ibrahim, 46, of Lewis Center, Ohio, who was the president and owner of ThinkTechAct Foundation, a Minnesota nonprofit organization that also operated under the name Mind Foundry Learning Foundation. ThinkTechAct and Mind Foundry created dozens of sites throughout Minnesota, including in Faribault and Owatonna, according to a news release from Luger’s office.

 

ThinkTechAct allegedly received more than $18 million in fraudulent Federal Child Nutrition Program funds.

 

Luger said the work involved creating false rosters of children, sometimes with the use of an online website that generated random names. Entities around the state would then be paid for meals they never served to children who didn’t exist.

 

In some cases, he said, groups were claiming to feed children in numbers beyond belief.

 

In the west-central Minnesota town of Willmar, for instance, a newly created organization claimed to be feeding 2,000 children daily — about half of all the eligible children in Willmar schools. Yet only about 1 percent of the children listed as served matched actual students, Luger said.

 

Feeding Our Future executive director Aimee Bock, he added, was at the center of the alleged scam, which was uncovered by the Minnesota Department of Education, the state agency that oversees federal child nutrition spending.

 

After MDE began denying Feeding Our Future site applications, Bock filed a lawsuit accusing the agency of discrimination.

 

The indictments charge Bock with “overseeing a massive fraud scheme” carried out across more than 200 in Minnesota sites under Feeding Our Future’s sponsorship. “Feeding Our Future went from receiving and disbursing approximately $3.4 million in federal funds in 2019 to nearly $200 million in 2021,” the Justice Department said.

 

In a statement, Bock’s attorney Kenneth Udoibok said: “An indictment does not signify guilty or innocence. It’s the beginning of the criminal process. I’m surprised that Ms. Bock has been indicted because she did nothing worthy of a criminal indictment.”

 

Feeding Our Future shut down in February after search warrants became public and gave light to the investigation.

 

Luger said three of the people charged in the indictments announced Tuesday are expected to plead guilty.

 

Overall, authorities have seized about $50 million in assets related to the alleged crimes, including property, bank accounts, vehicles, jewelry and other items, Luger noted, adding that “we expect that number to grow.”

 

The online publication Sahan Journal reported that some of the people charged in the alleged scam have notable political and business connections, including Abdi Salah, former senior policy aide to Minneapolis Mayor Jacob Frey, and Sharmarke Issa, former board chair of the Minneapolis Public Housing Authority.

U.S. Attorney Announces Federal Charges Against 47 Defendants in $250 Million Feeding Our Future Fraud Scheme

Nonprofit Feeding Our Future and 200+ Meal Sites in Minnesota Perpetrated the Largest COVID-19 Fraud Scheme in the Nation

The Department of Justice announced today federal criminal charges against 47 defendants for their alleged roles in a $250 million fraud scheme that exploited a federally-funded child nutrition program during the COVID-19 pandemic.

 

“These indictments, alleging the largest pandemic relief fraud scheme charged to date, underscore the Department of Justice’s sustained commitment to combating pandemic fraud and holding accountable those who perpetrate it,” said Attorney General Merrick B. Garland. “In partnership with agencies across government, the Justice Department will continue to bring to justice those who have exploited the pandemic for personal gain and stolen from American taxpayers.”

 

“Today’s indictments describe an egregious plot to steal public funds meant to care for children in need in what amounts to the largest pandemic relief fraud scheme yet,” said FBI Director Christopher Wray. “The defendants went to great lengths to exploit a program designed to feed underserved children in Minnesota amidst the COVID-19 pandemic, fraudulently diverting millions of dollars designated for the program for their own personal gain. These charges send the message that the FBI and our law enforcement partners remain vigilant and will vigorously pursue those who attempt to enrich themselves through fraudulent means.”

 

“This was a brazen scheme of staggering proportions,” said U.S. Attorney Andrew M. Luger for the District of Minnesota. “These defendants exploited a program designed to provide nutritious food to needy children during the COVID-19 pandemic. Instead, they prioritized their own greed, stealing more than a quarter of a billion dollars in federal funds to purchase luxury cars, houses, jewelry, and coastal resort property abroad. I commend the work of the skilled investigators and prosecutors who unraveled the lies, deception, and mountains of false documentation to bring this complex case to light.”

 

The 47 defendants are charged across six separate indictments and three criminal informations with charges of conspiracy, wire fraud, money laundering, and bribery.

 

As outlined in the charging documents, the defendants devised and carried out a massive scheme to defraud the Federal Child Nutrition Program. The defendants obtained, misappropriated, and laundered millions of dollars in program funds that were intended as reimbursements for the cost of serving meals to children. The defendants exploited changes in the program intended to ensure underserved children received adequate nutrition during the COVID-19 pandemic. Rather than feed children, the defendants enriched themselves by fraudulently misappropriating millions of dollars in Federal Child Nutrition Program funds.

 

The Federal Child Nutrition Program, administered by the U.S. Department of Agriculture (USDA), is a federally-funded program designed to provide free meals to children in need. The USDA’s Food and Nutrition Service administers the program throughout the nation by distributing federal funds to state governments. In Minnesota, the Minnesota Department of Education (MDE) administers and oversees the Federal Child Nutrition Program. Meals funded by the Federal Child Nutrition Program are served by “sites.” Each site participating in the program must be sponsored by an authorized sponsoring organization. Sponsors must submit an application to MDE for each site. Sponsors are also responsible for monitoring each of their sites and preparing reimbursement claims for their sites. The USDA then provides MDE federal reimbursement funds on a per-meal basis. MDE provides those funds to the sponsoring agency who, in turn, pays the reimbursements to the sites under its sponsorship. The sponsoring agency retains 10 to 15 percent of the funds as an administrative fee.

 

During the COVID-19 pandemic, the USDA waived some of the standard requirements for participation in the Federal Child Nutrition Program. Among other things, the USDA allowed for-profit restaurants to participate in the program, as well as allowed for off-site food distribution to children outside of educational programs.

When MDE attempted to perform necessary oversight regarding the number of sites and amount of claims being submitted, Bock and Feeding Our Future gave false assurances that they were monitoring the sites under its sponsorship and that the sites were serving the meals as claimed. When MDE employees pressed Bock for clarification, Bock accused MDE of discrimination and unfairly scrutinizing Feeding Our Future’s sites. When MDE denied Feeding Our Future site applications, Bock and Feeding Our Future filed a lawsuit accusing MDE of denying the site applications due to discrimination in violation of the Minnesota Human Rights Act.

 

In total, Feeding Our Future opened more than 250 sites throughout the state of Minnesota and fraudulently obtained and disbursed more than $240 million in Federal Child Nutrition Program funds. The defendants used the proceeds of their fraudulent scheme to purchase luxury vehicles, residential and commercial real estate in Minnesota as well as property in Ohio and Kentucky, real estate in Kenya and Turkey, and to fund international travel.

Aimee Marie Bock, et al., 22-CR-223 (NEB/TNL), charges 14 defendants with conspiracy to commit wire fraud, wire fraud, conspiracy to commit federal programs bribery, federal programs bribery, conspiracy to commit money laundering, and money laundering for their roles the Federal Child Nutrition Program fraud scheme. In April 2020, Safari Restaurant enrolled in the Federal Child Nutrition Program under the sponsorship of Feeding Our Future. The owners of Safari Restaurant and their co-conspirators opened additional sites throughout the state of Minnesota, as well as dozens of shell companies. Over the course of the fraud scheme, the defendants claimed to have served millions of meals. Based on their fraudulent claims, the defendants received more than $32 million in Federal Child Nutrition Program funds, which they misappropriated for their own personal benefit, including expenditures such as vehicles, real estate, and travel.

Abdiaziz Shafii Farah, et al., 22-CR-124 (NEB/TNL), charges eight defendants with conspiracy, wire fraud, federal programs bribery, and money laundering for their roles the Federal Child Nutrition Program fraud scheme. In April 2020, Empire Cuisine and Market LLC enrolled in the Federal Child Nutrition Program under the sponsorship of Feeding Our Future and Sponsor A. The owners of Brava Restaurant & Café and other co-conspirators claimed to have served millions of meals from Brava Restaurant & Café and falsely claimed to have a contract with Rochester Public Schools. Based on their fraudulent claims, the defendants received approximately $4.3 million in Federal Child Nutrition Program funds, which they misappropriated for their own personal benefit, including expenditures such as vehicles, real estate, and property on the Mediterranean coast of Turkey.

Issa created a company called Minnesota’s Somali Community and was the manager of Wacan Restaurant LLC. Issa fraudulently caused MDE to pay out more than $7.4 million in Federal Child Nutrition Program funds.

Whatever anon told us to clear your cache and if you have an iphone click in airplane mode to change your ip, you’ve been a life saver for many months.

The story of how forensic accounting brought down one of America’s most famous Gangsters

Al Capone famously said that “you can get more with a kind word and a gun than with a kind word alone”. But when it came to catching him, all it took was diligent and skilled forensic accounting, explains Tristan Yelland.

 

Crime always leaves a footprint

 

Thanks to double-entry book-keeping, a financial crime will almost inevitably be captured in accounting records somewhere. This means that, despite the criminals’ best efforts, someone who is skilled at investigating those records can solve these crimes. This is why forensic accounting has always been integral to the successful outcome of a financial investigation.

 

The accountant who brought down Al Capone

Most people know that, despite controlling a vast criminal empire and ordering hits on a multitude of his enemies, Alphonse “Scarface” Capone was ultimately convicted not of murder or racketeering, but of tax fraud. This was no fluke, but rather the result of a dogged two-year forensic accounting investigation that was conducted by the US Treasury department and led by special agent (and accountant) Frank Wilson.

 

The forensic investigation

 

In the summer of 1930, Wilson and his team reviewed approximately two million of these documents. They also questioned hotel proprietors, real estate agents, bartenders and accountants, though most were too overwhelmed by fear to admit to having any dealings with Capone.

 

Finally, Wilson’s investigation found the key that cracked the case: late one night, he found three bound ledgers, one of which appeared to show the distribution of proceeds from a huge gambling operation among three people, referred to only as “A”, “R” and “J”. On one page was the notation: “Frank paid $17,500 for Al”. This was the first tangible link between the proceeds of a gambling operation and Capone. However, Wilson still needed to prove that the proceeds actually found their way to Capone.

 

Using forensic accounting, he first of all identified the individual who made the notations in the ledgers by matching his handwriting against bank deposit slips. Wilson tracked that individual down and convinced him to turn witness against Capone. Next, Wilson was able to identify a bank depositor who had turned up to a bank with bags full of cash and purchased $300,000 of cashier’s checks, the cash from which went directly to Capone. This was Capone’s share of the gambling operation, and by tracing it to him, Wilson was able to demonstrate that the gangster received income on which he should have paid tax.

 

The trial

 

Further findings followed, and in March and June of 1931, a grand jury indicted Capone on 23 counts of tax evasion, with the trial beginning in October of that year. Capone maintained that he had received no income and was confident that he would escape justice, which was not altogether surprising as he had bribed the whole jury. However, the judge found out and switched juries with a courtroom down the hall. The new jurors - who were sequestered so that Capone’s gang could not reach them - found Capone guilty of tax evasion. He received an 11-year prison sentence together with fines totalling $250,000 and $30,000 in court costs. It was the largest penalty levied against a taxpayer up to that time.

 

This would not have been possible were it not for the efforts of Frank Wilson and his team of forensic investigators.

A former teacher, Bock’s full name is Aimee Marie Bock. Online records show she lives in St. Paul, Minnesota.

 

“Feeding Our Future went from receiving and disbursing approximately $3.4 million in federal funds in 2019 to nearly $200 million in 2021,” according to DOJ.

 

Bock was one of 47 defendants accused in the “$250 million fraud scheme that exploited a federally funded child nutrition program during the COVID-19 pandemic,” DOJ says.

 

“The 47 defendants are charged across six separate indictments and three criminal informations with charges of conspiracy, wire fraud, money laundering and bribery,” the release says.

The attorney general of the United States explained the scope of the scheme.

 

“These indictments, alleging the largest pandemic relief fraud scheme charged to date, underscore the Department of Justice’s sustained commitment to combating pandemic fraud and holding accountable those who perpetrate it,” said Attorney General Merrick B. Garland in the news release.

 

“In partnership with agencies across government, the Justice Department will continue to bring to justice those who have exploited the pandemic for personal gain and stolen from American taxpayers.”

 

“Today’s indictments describe an egregious plot to steal public funds meant to care for children in need in what amounts to the largest pandemic relief fraud scheme yet,” said FBI Director Christopher Wray.

 

“The defendants went to great lengths to exploit a program designed to feed underserved children in Minnesota amidst the COVID-19 pandemic, fraudulently diverting millions of dollars designated for the program for their own personal gain. These charges send the message that the FBI and our law enforcement partners remain vigilant and will vigorously pursue those who attempt to enrich themselves through fraudulent means.”

 

“This was a brazen scheme of staggering proportions,” said U.S. Attorney Andrew M. Luger for the District of Minnesota.

 

“These defendants exploited a program designed to provide nutritious food to needy children during the COVID-19 pandemic. Instead, they prioritized their own greed, stealing more than a quarter of a billion dollars in federal funds to purchase luxury cars, houses, jewelry and coastal resort property abroad. I commend the work of the skilled investigators and prosecutors who unraveled the lies, deception and mountains of false documentation to bring this complex case to light.”

 

Her LinkedIn page says Bock has worked as a teacher and for a variety of other nonprofit organizations.

 

Her entry for Feeding Our Future says: “We utilize the Child and Adult Care Food Program to increase healthy food access for Minnesota’s youth and seniors. We utilize the Child and Adult Care Food Program to increase healthy food access for Minnesota’s youth and seniors.”

 

Before that, she worked as director of operations for Partners in Nutrition in St. Paul, which works to break down “barriers to participation in the USDA Child and Care Food Program. We work with child care centers, adult care centers, emergency shelters and afterschool programs to provide nutritious meals to individuals that would otherwise have limited access.”

 

She was an accreditation coordinator for the Minnesota Association for the Education of Young Children and was center director and a lead infant teacher for Knowledge Universe. She was an MNCPD-approved trainer, a board member of Early Childhood Family Education and a substitute teacher.

  1. The Government Accuses Bock, Who Has a Master’s Degree, & the Other Defendants of Enriching Themselves Instead of Feeding Children

 

According to the government, the defendants “devised and carried out a massive scheme to defraud the Federal Child Nutrition Program.”

 

The defendants “obtained, misappropriated and laundered millions of dollars in program funds that were intended as reimbursements for the cost of serving meals to children. The defendants exploited changes in the program intended to ensure underserved children received adequate nutrition during the COVID-19 pandemic,” the government’s news release says.

 

“Rather than feed children, the defendants enriched themselves by fraudulently misappropriating millions of dollars in Federal Child Nutrition Program funds.”

 

What is the program? The news release says:

 

The Federal Child Nutrition Program, administered by the U.S. Department of Agriculture (USDA), is a federally funded program designed to provide free meals to children in need. The USDA’s Food and Nutrition Service administers the program throughout the nation by distributing federal funds to state governments. In Minnesota, the Minnesota Department of Education (MDE) administers and oversees the Federal Child Nutrition Program. Meals funded by the Federal Child Nutrition Program are served by “sites.” Each site participating in the program must be sponsored by an authorized sponsoring organization. Sponsors must submit an application to MDE for each site. Sponsors are also responsible for monitoring each of their sites and preparing reimbursement claims for their sites. The USDA then provides MDE federal reimbursement funds on a per-meal basis. MDE provides those funds to the sponsoring agency who, in turn, pays the reimbursements to the sites under its sponsorship. The sponsoring agency retains 10 to 15 percent of the funds as an administrative fee.

 

Some requirements were waived during the pandemic. “Among other things, the USDA allowed for-profit restaurants to participate in the program, as well as allowed for off-site food distribution to children outside of educational programs,” the news release says.

 

Bock’s LinkedIn page says she has a master’s degree in educational leadership and administration from Argosy University in the Twin Cities and a bachelor’s degree from the University of Minnesota-Duluth.

''Pro-impeachment and 21-year incumbent Sen. Lisa Murkowski (R-AK) embraced another Democrat talking point over the weekend intended to divide the Republican Party from former President Donald Trump.''

 

“I just want to make sure that our party doesn’t become a party of an individual,” she told the Wall Street Journal in an article titled “Lisa Murkowski Bets on Infrastructure to Keep Alaska Senate Seat, Deny Trump Revenge.”

 

Murkowski’s careful line of attack resembles the establishment media’s public relations campaign to frame Trump as a cult leader. Such claims, amplified by congressional Democrats, are unfounded. But that has not prevented the Republican senator from echoing her Democrat colleagues in Washington, DC.

 

Murkowski, who voted to impeach Trump in 2021, has remained on the war path against Trump during her reelection campaign against Trump-endorsed Kelly Tshibaka. Polling shows Murkowski and Tshibaka are on equal footing about 50 days from the general election.

 

“I want him to resign. I want him out,” she stated about Trump in 2021. “He has caused enough damage.”

 

Similar rhetoric was deployed by Murkowski in September when she claimed January 6 was an “insurrection.” Speaking about how the January 6 protesters should receive just consequences, Murkowski failed to raise concerns that rioters have been held in 23-hour-a-day isolation before their trials begin.

 

At least one January 6 defendant has called the maximum-security conditions “mental torture,” a condition that starkly contrasts Democrat policies of expelling criminals, including child rapists, from prison on parole.

 

The 21-year incumbent has additionally suggested America’s justice system has been politicized by conservative Republicans, not weaponized against them. “Everything is becoming politicized,” she claimed.

 

Murkowski used the example of the FBI’s raid on Trump’s private residence as an instance Republicans have politicized “everything.”

 

“We are branding our law enforcement to the point where

— are we trusting our law enforcement?” she rhetorically asked about the FBI’s raid, noting that Americans should not question the FBI’s credibility. “Are we trusting those who are there to protect our citizenry?”

 

Murkowski has not just rhetorically positioned herself with Democrats during the campaign to defeat Tshibaka. She has voted with Senate Democrats nine times. Some of those votes fueled President Joe Biden’s soaring inflation, experts say.

 

When questioned why she voted for Biden’s $1.2 trillion “infrastructure” bill that fueled inflation, Murkowski said she claimed the spending would not contribute to inflation.

 

“Well, those of us that were working on the infrastructure bill was very purposeful in making sure that what we were funding, what we were building out, was not going to be contributing to inflation,” she stated. “As we were working on this, inflation was not at the record levels that we see today.”

 

Voting for Biden’s agenda is just the beginning. The pro-impeachment senator has also vowed to help Biden if she wins reelection.

 

“I’m working with them to advance things,” she said on a podcast in September.

According to Sahan Journal, Bock and a former business partner and friend named Kara Lomen had a falling out when Bock accused the partner of hacking, which she denied.

 

Bock’s lawyer told the publication he believes the “genesis” of the federal investigation into Bock derived from Lomen. The lawyer told Sahan Journal that Bocks denies any wrongdoing.

 

Sahan Journal reports,

 

Before Aimee Bock got involved in federal food aid programs, she worked as a child care instructor. Bock graduated from the University of Minnesota Duluth in 2003 with a degree in elementary education. She then joined a daycare company called Knowledge Universe, working her way up from instructor to center director. Bock went on to work for an education trade group called Minnesota Association for the Education of Young Children, where she helped child care organizations manage accreditation.

 

Feeding Our Future employees “recruited individuals and entities to open Federal Child Nutrition Program sites throughout the state of Minnesota,” the release says.

 

“These sites, created and operated by the defendants and others, fraudulently claimed to be serving meals to thousands of children a day within just days or weeks of being formed,” the release says.

 

“The defendants created dozens of shell companies to enroll in the program as Federal Child Nutrition Program sites. The defendants also created shell companies to receive and launder the proceeds of their fraudulent scheme.”

 

The government alleges the defendants “submitted fraudulent meal count sheets purporting to document the number of children and meals served at each site. The defendants submitted false invoices purporting to document the purchase of food to be served to children at the sites.”

The defendants are also accused of submitting “fake attendance rosters purporting to list the names and ages of the children receiving meals at the sites each day. These rosters were fabricated and created using fake names.”

 

For example, the government contends, one roster “was created using names from a website called ‘www.listofrandomnames.com.’ Because the program only reimbursed for meals served to children, other defendants used an Excel formula to insert a random age between 7 and 17 into the age column of the rosters.”

 

Feeding Our Future “received more than $18 million in administrative fees to which it was not entitled,” the government says.

 

“In addition to the administrative fees, Feeding Our Future employees solicited and received bribes and kickbacks from individuals and companies sponsored by Feeding Our Future. Many of these kickbacks were paid in cash or disguised as ‘consulting fees’ paid to shell companies created by Feeding Our Future employees to make them appear legitimate.”
