First, it's about students not citizenship. Second, no you do not have to speak English to be a citizen. Someone born here who never learns English is still a citizen. As for notarization…you can still become a U.S. citizen without speaking English if you qualify for specific age, residency, or medical exemptions.

No, you do not have to know English for a driving exam. kmao, Four states require driver's license written tests in English, 46 states offer the tests in other languages.

 

The statement someone can't be productive without knowing English is pure nonsense.
