If the average American hadn't been rendered so impoverished and artificially restricted on the weapons they could carry or transport, letters of marque against the cartel would be a blast. You'd probably have half a million Americans ready to cross the border. Professionals, techies, and rednecks and hillbillies ready to try out some crazy shit they've been working on in their garage.
