Italian opposition accuses Meloni of rewriting election rules to stay in power

The political opposition in Italy has accused Prime Minister Giorgia Meloni’s ruling coalition of attempting to rewrite the election rules in a bid to remain in power, over a controversial reform that would award bonus parliamentary seats to winning alliances in next year’s general election.

The new bill has cleared three confidence votes in the lower house of parliament, with the final secret ballot scheduled for Thursday. It passed on Wednesday by 228 votes to 144, bringing the government closer to securing ultimate approval for the overhaul.

The reform would replace Italy’s current electoral system, which combines directly elected constituency seats with proportional representation, with a fully proportional system that rewards the winning coalition with additional seats if it secures at least 42% of the vote.

Meloni’s ruling coalition has claimed the reform will ensure more stability, although opposition parties have condemned the proposal, accusing the coalition of changing the rules because it fears losing the 2027 election. They have also questioned whether the proposed system of awarding bonus seats is constitutional.

“Fear, lies, contempt, and failure. These are the characteristics of an electoral law passed at the last minute in the final year [of the parliamentary term],” Anna Ascani of the opposition Democratic Party said, according to ANSA.

The reform would replace Italy’s current system, which combines directly elected constituency seats with proportional representation, with a proportional system that rewards the winning coalition if it secures at least 42% of the vote in both chambers.

The winning alliance would receive a bonus of 105 parliamentary seats – 70 in the lower house and 35 in the Senate. If no coalition reaches the threshold, or different alliances win the two chambers, seats would be distributed proportionally without the bonus.

The bill would also require coalitions to name their candidate for prime minister before the election and allow voters to express preferences for up to three candidates on party lists. Critics argue that leading candidates would still be effectively guaranteed a seat.

Meloni has rejected claims that the reform is designed to benefit her coalition, insisting it would ensure political stability regardless of who wins. “I don’t think it’s a law that serves the center-right, but whoever wins the elections will have the numbers to govern,” she said in June.

The overhaul has also raised concerns within Meloni’s own coalition. Some lawmakers fear the new rules could instead benefit a united center-left opposition or smaller rival parties, according to the Financial Times.

The bill has already passed the Senate and faces its final hurdle in the lower house, with Italy’s next general election due in 2027.

WASHINGTON — President Donald Trump’s administration issuspending tech giant Microsoftfrom a program to apply for green cards for workers who come to the U.S. to live andwork using an H-1B visa as it accuses the company of fraud.

“If you do the math,for every worker that Microsoft laid off, they replaced that worker with one and a half foreign indentured servants,” said Vice President JD Vance in a White House news conference announcing the decision.

The H-1B program has long been a target of Trump supporters who say that the program undercuts American workers and is rife with abuse.

H-1B visas are meant for high-skilled jobs that are difficult to find American workers to fill. Technology companies are the biggest users,with nearly three-quarters of approvals going to workers from India.

Microsoft did not immediately respond to a request for comment.

The Vance announcement came one day after Trump’s Republican administration launched another broadside against international students and their ability to work in the U.S.

The Department of Homeland Security on Wednesdayproposed a $70,000 feefor international students seeking to work in the United States. The proposed rule would require schools to pay the fee for every student who participates in the Optional Practice Training program, known as OPT, which allows students to work in jobs related to their major during or after their time in school.

Vance also called out universities that he suggested were abusing a program to allow international students to come to the U.S. These temporary visas,called J-1 visas, allow international visitors to temporarily come to the U.S. for work and study exchange programs.

Vancesingled out nine universitiesthat he said merited further investigation for J-1 visa fraud, saying they used the program in greater proportions than their counterparts.

The U.S. Department of Labor announced it would suspend Microsoft and Adobe from its Permanent Labor Certification program on Thursday, Labor Secretary Keith Sonderling said, as the Trump administration continues to take aim at immigration and foreign hiring programs ahead of November’s midterm elections.

Sonderling said the Labor Department won’t accept or process any new applications under the program for a host of companies, including Cognizant, Infosys, Capgemini, Tata, Wipro and HCL.

The secretary said Adobe and Microsoft were alsosuspended “due to multiple active federal investigations.”

“Since 2009, just these companies alone have requested almost 3 million foreign workers. They’ve received over 230,000 H-1B visas approvals and over 100,000 permanent labor certifications. That’s hundreds of thousands of jobs that were taken from American workers,” Sonderling said.

Vice President JD Vance criticized Microsoft specifically, pointing to the firm’s 6,000 layoffs in 2025. Vance claimed that the company “replaced” those workers with people on H-1B visas.

“So we’re going to continue to support Microsoft and have a great relationship with Microsoft, but we’re also going to deny them the ability to apply for these permanent residencies until they show that they are going to get serious about putting American workers first,” Vance said.

President Donald Trump is set to award the National Medal of Science to Microsoft CEO Satya Nadella and other leading technology CEOs on Thursday at the same summit where the suspension announcement was made.

Nadella is from India and moved to the U.S. in 1988. He joined Microsoft in 1992.

CNBC has reached out to Microsoft and Adobe for comment.

Scientists know something heavy sits far below the Moon's largest preserved crater, but they can't say for sure what it is.

A mystery on the far side of the Moon

The South Pole-Aitken Basin is located on the far side of the Moon, and it’s the largest known preserved crater in our solar system.

Scientists think that an asteroid might have created it about 4 billion years ago. But when researchers took a closer look at what is below the surface, the data showed something unexpected.

Beneath the largest crater, they found extra mass that’s about five times larger than Hawaii’s Big Island. So, what exactly is it, and how did it end up there?

The crater is huge, but we can't see it from Earth

The basin is oval-shaped and as wide as 2,000 kilometers. It is also several miles deep. Even so, it never shows up in our night sky. This is because the crater is hidden on the Moon’s far side, which always points away from Earth.

That also meant the researchers had to look beyond telescopes and use data from NASA’s Gravity Recovery and Interior Laboratory (GRAIL) mission to study it.

The gravity data revealed a surprise

Based on the readings, scientists were able to understand what the Moon is made of on the inside. The researchers then added surface height data from the Lunar Reconnaissance Orbiter. They found an unexpected amount of mass under the surface.

Lead author Peter B. James of Baylor University said in an official statement, "When we combined that with lunar topography data from the Lunar Reconnaissance Orbiter, we discovered the unexpectedly large amount of mass hundreds of miles underneath the South Pole-Aitken basin."

And the extra mass is enormous

According to the study, the anomaly has a minimum mass of 2.18 × 10^18 kilograms (2.18 billion billion kilograms), and it likely extends more than 300 kilometers (186 miles) down.

To put that in perspective, James said, "Imagine taking a pile of metal five times larger than the Big Island of Hawaii and burying it underground. That's roughly how much unexpected mass we detected."

Additionally, the mass is heavy enough to weigh the basin floor downward by more than half a mile.

Could it be metal from the asteroid?

One explanation points to the asteroid that made the crater.

Computer simulations of large impacts suggest that an asteroid's iron-nickel core can scatter into the upper mantle, the layer between the Moon's crust and core. But even in that case, the asteroid's metal would not settle that deep in the surface.

Commenting on this, James said, "We did the math and showed that a sufficiently dispersed core of the asteroid that made the impact could remain suspended in the Moon's mantle until the present day, rather than sinking to the Moon's core."

Or is it something else entirely?

There’s also another possibility. Early in its history, the Moon had a magma ocean, which is a huge layer of molten rock. And as it cooled over time, dense oxides, which are compounds containing oxygen, may have collected in one place.

Scientists still do not know for sure what the anomaly is, and they are actively studying it to find a definitive answer. James noted that it’s "one of the best natural laboratories for studying catastrophic impact events, an ancient process that shaped all of the rocky planets and moons we see today."

“These arrests are only one part of our strategy. Our investigators, auditors, evaluators, and analysts are attacking threats to HUD programs from every direction. Whether it is violent criminals hiding in HUD-assisted housing, fraudsters stealing taxpayer dollars, or weaknesses that leave federal housing programs vulnerable to abuse, we will use every authority and every tool available to protect these programs and the people they serve,” said Acting Inspector General Brian D. Harrison.

“Public housing is for the needy, not criminals. Thankfully, Secretary Turner will not sleep until all crooks and fraudsters are kicked out,” said Scott Brady, Executive Director of the White House Task Force to Eliminate Fraud.

Operation Clean House carried out arrests in Memphis, Tennessee; New York City, New York; Newark, New Jersey; Chicago, Illinois; Los Angeles, California; Kansas City, Missouri; Kansas City, Kansas; New Orleans, Louisiana; Philadelphia, Pennsylvania; Cleveland, Ohio; Minneapolis, Minnesota; Columbus, Ohio; and others.

Working with the White House Task Force to Eliminate Fraud, HUD is rooting out waste and holding fraudsters accountable with real consequences.

In June, HUD held Los Angeles’ homeless industrial complex accountable and suspended the Los Angeles Homeless Services Authority (LAHSA) from receiving further taxpayer funds. LAHSA has received over $1 billion in tax dollars since 2013 despite its record of fraud.

In September, Secretary Turner announced the arrests of LA fraudsters who stole $14 million, including taxpayer funds received through LAHSA, instead of serving the homeless.

In July, HUD suspended funding to the Virgin Islands Housing Finance Authority, which received $1.9 billion, due to widespread financial mismanagement and improper payments.

NASA’s SpaceX Crew-12 Dragon Splashes Down at 11:34 a.m. EDT

At 11:34 a.m. EDT (8:34 a.m. PDT), the SpaceX Dragon spacecraft, carrying Jessica Meir and Jack Hathaway, ESA (European Space Agency) astronaut Sophie Adenot, and Roscosmos cosmonaut Andrey Fedyaev splashed down off the coast of Los Angeles, California.

Teams aboard the recovery ship, including two fast boats, are securing the SpaceX Dragon and ensuring the spacecraft is safe for the recovery effort.

As the fast boat teams complete their work, the recovery ship will move into position to hoist Dragon onto the main deck with the astronauts inside. Once on the main deck, the crew will exit the spacecraft.

This completes 237 days at the International Space Station for the four-person crew. Meir has logged 440 total days in space, placing her in NASA’s Top 10 for cumulative days in space.

The Crew-12 mission was the first time Hathaway and Adenot had been to space, while it was the second time for Fedyaev. The crew also conducted four spacewalks during their nearly eight-month mission.

NASA will host a post-splashdown media teleconference at 1:15 p.m. EDT to cover return, as well as the launch of the agency’s next cargo resupply mission for the microgravity laboratory with the following participants:

NASA Sets Coverage for SpaceX 35th Station Resupply Launch, Arrival

NASA and SpaceX are targeting no earlier than Tuesday, Oct. 13 to launch scientific investigations, supplies, and equipment to the International Space Station.

Loaded with more than 6,300 pounds of supplies, the SpaceX Dragon spacecraft will lift off aboard the company’s Falcon 9 rocket from Space Launch Complex 40 at Cape Canaveral Space Force Station in Florida.

Following its arrival to the orbital complex, Dragon will autonomously dock to the space-facing port of the space station’s Harmony module.

For more than 25 years, the International Space Station has supported research by scientists from more than 110 countries, enabling more than 4,000 experiments in microgravity.

Research conducted aboard the station helps advance long-duration missions to the Moon as part of the Artemis program and to Mars, while also providing multiple benefits to humanity.

Science Highlights

In addition to cargo for the crew aboard the space station, Dragon will deliver several new science experiments, including:

With LambdaVision-1, NASA is testing how to manufacture artificial eye retinas in microgravity, building them one thin layer at a time.

Reduced settling in microgravity may create more uniform, stable layers, potentially improving implants’ performance. These artificial retinas could help restore vision for patients with currently incurable retinal diseases on Earth.

NASA will use the Stellar Spheroids experiment to study how microgravity affects the growth and function of 3D human heart tissue models.

Researchers will assess whether microgravity improves the formation of advanced vascular networks. Results could help researchers develop more realistic heart tissue models for disease research and support larger‑scale drug testing on future space missions.

Using non-traditional elements, ELF-Unconventional Glass 2 studies how glass forms in microgravity. Researchers will observe molten behavior in space, then return solid samples to Earth for detailed analysis.

These unconventional glasses could offer higher strength, improved optical capabilities, and greater durability for spacecraft, habitats, and other exploration technologies.

The MINDS experiment studies brain organoids to better understand inflammation linked to neurodegenerative diseases.

The investigation uses “organoid villages,” which combine cells from multiple people to better represent patient diversity. Results could help identify new treatment targets for diseases like Alzheimer’s, Parkinson’s, and multiple sclerosis.

Arrival and Return

NASA astronaut Anil Menon and CSA (Canadian Space Agency) astronaut Joshua Kutryk will monitor the Dragon spacecraft’s arrival.

It will remain docked to the orbiting laboratory for about a month before splashing down in the Pacific Ocean, returning critical science and hardware to teams on Earth.

Cargo Highlights

Launch

International Space Station Roll-Out Solar Arrays (IROSA) – The final pair of IROSAs that will be installed on the space station, completing the augmentation of its power system to support critical operations, including its safe and controlled deorbit.

Collapsible Continency Urinal and supporting hardware – A demonstration and test unit supporting NASA’s Artemis III mission.

Canadarm2 joint flight support equipment – A large foam clamshell will fly empty to return the failed robotic arm joint that was replaced during a June 30 spacewalk. After its return to Earth, teams will analyze the joint on the ground.

Additional equipment launching includes a toilet dose pump, a toilet pretreat quality sensor, and a robot micro-conical tool used for space station maintenance and utilization tasks with external replacement units and payloads.

When Dragon returns in mid‑November, it will bring back the failed joint on the Canadarm2 for analysis and refurbishment, a spacesuit for ground refurbishment, a fluid- and pressure-control pump assembly from the urine processor, and a filtration unit for the water processor assembly.
