This is what an eBaker is, Anon. They're also really useful and we're glad to have moar on the bench if you're wanting to contribute that way. But as Baker below said, the copy-pasta part is the easiest. If an Anon is knowledgeable and has the time to gather notes, he usually just bakes.
That said, many bakers will experience internet connectivity issues or other unforeseen events that take them out just when that copypasta of the new thread needs posting. So I think it's a good idea to always have an eBaker on standby, and even to have one that announces and is designated as such. This would fit the above model you proposed, and has become standard practice during graveyard when we sometimes have a gap in on-duty Bakers.

Yup. Also the one that is the most subjective, which makes 'how to' instructions difficult. But the pics show one baker's set of "editorial guidelines" to give you an idea. They were originally posted to QR & BO/Anons liked 'em, so they're posted to the how-to-bake thread now over at /comms/:
