Most service statutes require that the server state he has informed the defendant of the nature of the papers, e.g., this is a legal complaint which requires a response. I've had thousands of papers served, but procedures can differ in different states. Criminal charges arent really "served," they are read out in court after arrests, with a copy to the defendants or their lawyers.

 

Bottom line is, those werent indictments or other legal papers at the not a funeral.
