Personal theory? To help combat pic related. When @POTUS signed that EO, some of them were absolutely LIVID. Declaring them not just a religion, but an ethnic group, causes the genuine people in that group to call out the ones that keep a foot in each door, and continue to subvert. Where groups like antifa, the Nation of Islam, and others are a bit more up front about their associations, yet still subvert (think Farrakhan, Sarsour, and Kaepernick), this particular group has a batch of "pretenders" that use their religion/ethnicity as a political meat shield.

This EO makes separating the wheat/chaff easier. When some of these folks say "Dear white people", they are posing as one thing, while actually identifying as another; but only when it suits them.
