Durham interviewing former NSA leader who alerted court of other FISA abuses

 

The former director of the National Security Agency is the latest to sit down with U.S. Attorney John Durham in the widening inquiry into the origins and conduct of the Trump-Russia investigation. Adm. Mike Rogers, who retired in 2018 after four years as NSA chief and commander of U.S. Cyber Command, has met with Durham, who is working at the behest of Attorney General William Barr, multiple times and is cooperating voluntarily in Durham's deep dive into the FBI’s counterintelligence investigation related to the Trump campaign and the Russian government, according to the Intercept. Rogers is likely being talked to because of his key intelligence perch, experiences uncovering Foreign Intelligence Surveillance Act violations, and his role in the intelligence community's assessment of Russian interference.

 

The December report by Justice Department Inspector General Michael Horowitz on FISA abuses by the DOJ and the FBI criticized the bureau’s reliance on British ex-spy Christopher Steele’s unverified dossier in pursuing electronic surveillance against Trump campaign associate Carter Page. In 2016, Rogers helped expose FISA flaws of a different kind by the NSA and the FBI. That October, as the bureau received its first Page surveillance warrant, Rogers notified the FISA Court of an NSA inspector general report that found the agency was pulling data directly from the internet and improperly searching it for information related to Americans in violation of FISA laws dealing with foreigners outside the United States targeted by U.S. intelligence agencies.

 

A FISA Court ruling from April 2017 revealed the high volume of violations, and that month the NSA announced it ended all searches where the foreign intelligence target was neither the sender nor receiver of a communication but was mentioned within it. "That in doing this we were going to lose some intelligence value, but my concern was I just felt it was important — we needed to be able to show that we are fully compliant with the law," Rogers told the Senate in 2017. The same FISA Court ruling stated that, by early 2016, the DOJ learned the FBI gave contractors access to massive amounts of FISA information well beyond what was necessary to respond to FBI requests. Another recently declassified October 2018 FISA Court ruling stemming from the court's inquiry into these FISA abuses found the bureau violated constitutional protections against unreasonable searches and seizures. Horowitz's report also detailed how Rogers and the NSA viewed Steele's dossier with skepticism, pushing back against efforts by then-FBI Director James Comey and then-FBI Deputy Director Andrew McCabe to include information from it in the high-profile January 2017 assessment on Russian election interference put together by the CIA, the FBI, and the NSA.

 

Rogers and Comey, along with Director of National Intelligence James Clapper and CIA Director John Brennan, who is being scrutinized by Durham, briefed President-elect Trump about their findings at Trump Tower. Comey stayed to tell Trump about some of the dossier's more salacious allegations. The assessment concluded with "high confidence" that Russian President Vladimir Putin “ordered an influence campaign in 2016” and that Russia worked to “undermine public faith in the U.S. democratic process, denigrate former Secretary of State Clinton, and harm her electability and potential presidency” and “developed a clear preference for President-elect Trump.” The NSA diverged on one aspect, expressing only “moderate confidence” that Putin actively tried to help Trump’s election chances and harm those of Clinton by contrasting her unfavorably, and Durham is likely looking into whether Steele's dossier played a role in the determinations of the other agencies.

 

“I wouldn’t call it a discrepancy, I’d call it an honest difference of opinion between three different organizations and, in the end, I made that call,” Rogers told the Senate in May 2017. “It didn’t have the same level of sourcing and the same level of multiple sources.” Rogers was a Russia hawk, however, telling the Senate in February 2018 about Russia’s plans of “stirring discord in the West” and how “this threatens the foundations of democracy.” “More broadly, my concern is that President Putin has clearly come to the conclusion that there’s little price to pay here," Rogers said. "Clearly, what we have done is not enough.” “I was glad to see the broad direction that we were moving in," Rogers said in a post-retirement interview last year. "But I'm not going to pretend for a minute it's perfect by any stretch of the imagination.”

ALMATY (Reuters) - A Bek Air plane with 95 passengers and five crew members on board crashed near the city of Almaty in Kazakhstan on Friday, killing at least nine people, authorities in the Central Asian country said.

 

The Fokker 100 aircraft was heading for the capital, Nur-Sultan, and "lost altitude during takeoff and broke through a concrete fence" before hitting a two-storey building, Kazakhstan's Civil Aviation Committee said in a statement.

 

According to the Emergencies Committee, at least nine people were killed. The government and Almaty airport said emergency services were working at the site to get survivors out.

A Reuters reporter traveling to the airport said there was thick fog in the area.

Photographs from the crash site published by media showed the damaged plane with large cracks in its body next to a house half-demolished by the impact.

 

Kazakh carrier Bek Air, which operates a fleet of Fokker 100 jets, could not be immediately reached for comment.

 

The aviation committee said it was suspending all flights of that type of aircraft pending an investigation.

"Those responsible will face tough punishment in accordance with the law," Kazakh President Kassym-Jomart Tokayev tweeted, expressing condolences to the victims and their families.

First Oil Shipped from Guyana

By Natnicha Chuwiruch and Kevin Crowley (Bloomberg) –Exxon Mobil Corp. and its partners produced the first commercial crude from Guyana, setting the small South American nation on a path to potentially vast flows of oil revenues.

 

Output from the first phase of the offshore Liza field is expected to reach full capacity of 120,000 gross barrels of oil per day in coming months, with the first cargo to be sold within several weeks, the companies said in separate statements late Friday.

 

Exxon has a 45% share in the Guyana project, while Hess Corp. has 30% and China’s CNOOC Ltd. 25%. Exxon and Hess also reported Monday a new discovery at their Mako-1 well, which, along with Liza, is located in the Stabroek block.

 

Guyana President David Granger declared Dec. 20 “National Petroleum Day,” noting that the country has become an oil-producing state three months ahead of schedule. The president hailed a related 10-year government plan to create oil-related jobs and boost the economy.

 

Recoverable resources in the Stabroek block are estimated to exceed 6 billion barrels of oil equivalent. A second floating, production, storage and offloading (FPSO) facility, with capacity of as much as 220,000 gross barrels of oil per day, is under construction as part of Liza’s phase 2 development. At least five FPSOs are expected to be producing more than 750,000 gross barrels of oil per day from Stabroek by 2025.

 

The amount of oil expected to be produced would mean Guyana, with a population of less than 800,000, may end up producing more crude per person than any other country in the world. But how it benefits from that wealth is still an open question. While the country has established a sovereign wealth fund, it has been slow to develop regulations to govern the sector and there’s no set plan on how the money will be spent.

 

“Your government will manage petroleum revenues prudently to ensure fiscal discipline, financial sector stability, sustainable levels of public debt and low inflation,” Granger said in a video address to the people of Guyana.

 

Guyana will head to the polls in March for a presidential election that pits the incumbent coalition, led by Granger, against the People’s Progressive Party, which held power for 23 years until 2015.

Japan Approves MSDF dispatch to Middle East to ensure safe sea lane

The Japanese Cabinet approved Friday the dispatch of Maritime Self-Defense Force personnel to the Middle East for information-gathering activities to help ensure the safety of a key oil shipping lane. Japan's contribution to peace in the Mideast comes as tensions remain high between the United States and Iran over a 2015 nuclear deal, with Washington blaming Tehran for a series of attacks on oil tankers.

 

Japan has decided not to join a U.S.-led coalition guarding ships passing through the Strait of Hormuz so as to avoid hurting its friendly ties with Iran. The United States pulled out of the multinational deal to curb Tehran's nuclear program last year, re-imposing economic sanctions on the country.

 

Two P-3C patrol planes, which are currently based in Djibouti for anti-piracy activities in the Gulf of Aden, and a helicopter-carrying destroyer will be sent along with around 260 MSDF personnel to engage in a one-year "survey and research" mission, which needs no parliamentary approval. "The peace and stability of the Middle East is vitally important for the peace and prosperity of the international community including our nation," Chief Cabinet Secretary Yoshihide Suga told a press conference. "It is necessary to boost intelligence activities for the safety of Japan-related ships in the region," he added.

 

After ordering the SDF to prepare for the dispatch, Defense Minister Taro Kono told a separate press conference that the destroyer Takanami will leave Japan in early February after about four weeks of training, and a unit leaving the country on Jan. 11 will engage in intelligence gathering by the P-3C aircraft.

 

Areas for the mission are limited to the Gulf of Oman, the northern part of the Arabian Sea, and the Bab el-Mandeb Strait connecting the Red Sea and the Gulf of Aden. The Strait of Hormuz and the Persian Gulf have been excluded in view of Iran's criticism of the U.S. coalition initiative.

 

Iranian President Hassan Rouhani gave the nod to the planned MSDF dispatch during talks with Japanese Prime Minister Shinzo Abe in Tokyo last week, according to a Japanese government official. Safe passage of vessels in the area is vital for Japan, which relies on the Middle East for over 90 percent of its crude oil. But sending the SDF overseas is a sensitive issue in the country, as entanglement in a foreign conflict could violate its war-renouncing Constitution.

 

The Japanese public is divided over the dispatch, with 51.5 percent of respondents in a recent Kyodo News poll opposing the plan and 33.7 percent expressing support. In an emergency, the MSDF could engage in maritime policing action based on the SDF law, which allows personnel to take necessary actions, including the use of weapons, at sea to safeguard Japanese lives and property.

 

The government initially explored the possibility of extending protection to foreign ships with Japanese nationals aboard, but it decided to limit protection to Japanese-registered vessels as international maritime law only permits the use of force to protect a country's own vessels, officials said.

 

Most ships associated with Japanese shipping companies operate under foreign countries' flags, they said. The government will be required to report to parliament when the Cabinet makes decisions such as extension or termination of the MSDF Middle East mission.

 

The creation of the U.S.-led coalition in November follows a series of attacks in May and June on oil tankers, including one operated by a Japanese shipping firm, in the Gulf region.

 

The coalition was launched with the United States and six other countries – Albania, Australia, Bahrain, Britain, Saudi Arabia and the United Arab Emirates.

 

Washington had called for participation of its longtime ally Japan and other countries in the coalition, but many have expressed reservations or distanced themselves from the initiative, partly due to economic interests in Iran.

Kazakhstan plane crash: Bek Air flight with 100 onboard crashes near Almaty airport

CNN) — At least 14 people have died after a plane carrying 95 passengers and five crew members crashed shortly after takeoff near the city of Almaty in Kazakhstan on Friday morning.

 

The plane "lost altitude after takeoff and broke through a concrete fence," before colliding with a two-story building at approximately 7:22 a.m., local time, according to Almaty aviation authorities.

 

Flight Z2100, a Fokker 100 aircraft operated by Kazakhstan-based carrier Bek Air, was scheduled to fly from Almaty, the country's largest city, to the capital Nur-Sultan.

…I never once discounted the 'soul'. The energy consciousness has to go somewhere, when the biological body expires. This archaic term 'god' would likely be a positive polarity 'source'.
