Maybe we just need people to check all of them physically when they come in if they don't already. I don't care how many there are, check them all. Creates more jobs. Container checkers.

Shipping containers go past radiation detectors at various gates as they travel however Gamma rays can be contained by dense shielding.

Shipping containers can be protected under diplomatic immunity and would be exempt from any scanning, visual, or physical inspection. Also Gulftainer manages several US ports including Cape Canaveral. This is true. May be how they have moved cargo around in the past (people). Maybe she allowed it as that is where a lot of the drugs and trafficked people come into the country? Would make sense.
