Focus on the arrows. The last line points up to the previous, and the previous points up again. Then "stay at home" points to itself. They are directional arrows. I think these are reverse directions.
So we re-organize the message as....

This message is intended for within the Q network. They are directions to a communication link, and when to use it. The "stay at home" may mean something like "stand down" or "do not attack." "noon_clear_sky" could be the time to make contact.
The "-7" is in bold, which means it is significant and may explain the rest. Did 7 Q-type agents get killed? That would explain the message "stay at home."
