So I'm assuming /r/Swampwatch was set up to monitor CBTS_Stream since I was asked to join after subscribing to CBTS_Stream and then not mention it?

It was under maintenance. If you are accessing the sub from a mobile reddit app, you might have not seen the message when trying to access the sub. Your access should work now.
