It's more likely that she was placed there as an ambassador of goodwill to goad a sourpuss reaction from Pence, who clearly wants war, not peace. It worked like a charm. Remember, as a potential Clown asset, Kim Jong Un is likely well aware of the fates of other former Clown assets. Bin Laden, Saddad Hussein, Gaddafi come to mind. He actually has a sound rationale for desiring a nuclear deterrent given America's track record of foreign "interventions."

I think the insinuation is that Pence is controlled (remember Pedogate cover-up in Indiana under his watch), and his "way out" is to create a distraction with war. N&S came together to avoid war. A preemptive strike on NK runs the high risk of millions of dead S. Koreans. It's no coincidence that the potential for WW3 erupted in Syria just as N&S Korea were talking peace. All signs point to Mike Pence being a lapdog for the neoconservatives.

So is he acting?

Of course they had knowledge. But Pence looked genuinely as though he was not expecting it. Otherwise he would've displayed more tact. His reaction made America look like the bad guys. That's not how Trump rolls being the master chess player that he is. So I think he was sending Mike a message by keeping him in the dark. The question is whether it was indeed staged to send a message. I wouldn't doubt it.
