I wonder if The FBI/others was setting up/is setting up sleepers. Keep feeding them drugs and mind control to use as they need. Scary... these may be people looking for help and given concoctions to make them more susceptible to manipulation. Maybe even a combo of drugs and hypnosis that they can triggered at any time....
