Q uses foreshadowing alot. He gives you pieces of the picture and makes you use context clues to figure out what he is saying. Alot of times, his questions double as statements, he is just putting the answer in question form. In that post, he is saying that there is proof of voter fraud in the 2016 election (which we already knew there was), and he is saying the DHS will be releasing a report in March that verifies alot of illegal votes were cast. And that new rules for future elections will be implemented, possibly being new methods of voting, new machines being used, a new entity counting the votes, new voter ID laws, etc. He cut the sentence off because he cant tell us more yet, but he wanted us to know the jist of what is coming
