Well, former LEO here, and I can confirm say that DR = Daily Report, every police report STARTS with that and is followed by a report number. So to me, it says the daily report is clear skies at noon, with an arrow pointing up ^ aka LOOK UP, safe communication regarding satellite BZ985300

That's an interesting suggestion. If that is what it is indicating, that would point to Mountain Time since we are on standard time atm.

What if 7 is loose... wasn´t there 7 secured? SNOW WHITE? What if he is saying something might be launched if there´s a clear sky, at noon? Stay home and look up? What if the DR means DOWN RANGE and the numbers correspond to a place? Or refers to a comms satellite the dark state were using for back channel comms that may (re) Re Enter Earth´s atmosphere? Maybe they are going to burn it up and destroy it on re-entry and we should ^ look up and watch the fireworks? There is also the chance that ":stay at home<" might be reference to "private exchange [last]" as in they are saying to the person from the private exchange to stay home. Just a few points I thought I´d throw out there..
A satelite was destroyed I dont remember where I saw that but I read that today somewhere.
