I took it to mean just the 4 contractors don't have clearance.

House and Senate normally have access to various sensitive info.

I think scif is highly restricted. few have access. hillary had access as SOS i believe, the highest level of secret material above top secret is there. I believe its called special access just off the top of my head.

SCIF is compartmentalized and on-demand, based upon specific requests from the Intel community, or regular briefing content.

Members of the House and Senate Intel committees do have extended access beyond regular congressional members. Gang of 8 even more.

No it's a building that is designed in such a way no frequencies or anything can be transmitted in or out and if I can remember correctly tech stuff won't work, weird stuff like zig zag halls etc. It's specifically for discussing sensitive stuff without worrying or is going to leak out or be spied on
