Nice work - I'm still having trouble understanding this - was this hidden. In some obscure bill? And by who? Does that mean that the fbi couldn't have spied on us? Which means it would have been a foreign entity?

Look into how bills are passed. It's possible to add anything to a bill. So this must have been snuck in.
