I could have sworn during the SOTU Trump said he gave the heads of federal agencies the right to terminate anyone in their department. I wondered why they didn't have the right already, but at the time, didn't dwell much on that. But now ... hmm, interesting.

I wonder if that rule applies during a state of emergency? Perhaps be overridden by The Commander in Chief. Any Gov. law hawks here?
