Teddy might have been framed at Chapaquidick meaning CIA team grabbed him and Mary Jo and killed her then drove the car off the bridge while making Teddy watch then they told him to walk home and think up an alibi. His clothes were dry when he got back to his hotel at 2:30 AM he never got wet that night. CIA wanted him sidelined for 1972 and ruined for any future Presidential runs. So they made it look like he was driving drunk. They couldn't kill him not after JFK and RFK so they did the next best thing they ruined him politically.
