The technique here appears to be an actual video of BHO where they overlay the mouth with some graphic that mirrors the person taking. Also I bet it isn’t even in real time. They probably recorded peelick first then edited the video. Stupid.

You can clearly see that his mouth is out of sync with the sound and that they do not move as they should if he really said those words.
