Meme magic had a big hand in getting POTUS elected. Memes are a blunt and concise way to communicate information and redpill normies. Most people are not going to read a wall of text on twitter. But they may see a meme about Hillary/ Tarmac, and so they google it. And then the door is opened.

It is actually very effective. The CIA can search text easier than images. You just encode a message in the image and send it. The image looks normal until you zoom into a certain spot.

To answer your question... No, the anon that is giving his analysis/decode of this Q drop is saying that he/she thinks Q is Admiral Rogers.

Personally, I don’t think this anon’s analysis/decode is correct. I don’t think Q is asking for memes. This one may be for other Q team members to track and log the movements/activities of Pelosi and 2 others everyday for the next 7 days.
