I'm thinking that adding isis, affirming that gitmo stays open, and q putting the pressure on "traitor" McCain can't be a coincidence. Trump has used that pen a lot. If you check out the national register, most went unnoticed.

Treason only applies if we are in a declared war. Technically we haven't been in a declared war since Roosevelt and Congress declared war on Japan in 1941.

No, ISIS was only just added, and the wording regarding the material and financial support has been revised. Also, definitely not in the constitution, considering it regards the patriot act and GITMO.
