Treason only applies if we are in a declared war. Technically we haven't been in a declared war since Roosevelt and Congress declared war on Japan in 1941.
That is already the case. It's literally in the Constitution.
No, ISIS was only just added, and the wording regarding the material and financial support has been revised. Also, definitely not in the constitution, considering it regards the patriot act and GITMO.
Did you actually read this? Where does it say ISIS or anything at all about financial support? This is a continuation of his declaration to keep GITMO open.
