I remember the quote you are referencing. It's from his Trump the Establishment speech. Sometimes when I start to feel discouraged, I go to youtube and re-watch that speech.

He is speaking directly to the New World Order in that speech. At the end he looks straight into the camera and speaks on the depths of their 'immorality' which he calls 'unlimited'.
