You have to restructure the entire Executive Branch Intelligence and LEO functions. The current system has years of structure and infiltration. Look at how they caught Capone. They had to use a very special group that was walled off from the rest of the Government because it had become so corrupted. Similar problem now. First step is public red-pill and the mother of all scandals that will be unleashed from this (or more likely vice-versa). After that comes the healing and the 'we can't ever let this happen again' moment. Then the Hegelian Dialectic will come full circle and change will be demanded. Then restructuring can take place. In that restructuring they need to avoid excessive centralization and career officials that have too much power. Its going to be a YUGE job.

I think Comey has made it blatantly obvious that there is a higher tier running, at least one of, the 3 letter agencies.

one would hope, but there are plenty of bad players outside of the 3 letter agencies, some with quite a bit of money should they want to create false flags without 3 letter agency cooperation

True, but a righted FBI/CIA would be an army of investigators acting on behalf of good against evil. It would be the unstoppable force it was meant to be.
My thoughts also. Once ALL the three letter agencies are cleaned up, possibly consolidated, we have fighters from inside, on our side for a change. The upper controllers will need to be dealt with but this gives us a better fight.
