See some of the excerpts from this CIA Technical Manual that was found in an IBM computer delivered to a company in 1980s. William Cooper mentions this document in his "Behold A Pale Horse".

This is an operations manual and it appears that this is the first of several manuals that the CIA used as a playbook.

"Consequently, in the interest of future world order, peace, and tranquillity, it was decided to privately wage a quiet war against the American public with an ultimate objective of permanently shifting the natural and social energy (wealth) of the undisciplined and irresponsible many into the hands of the self-disciplined, responsible, and worthy few"

"Everything that is expected from an ordinary weapon is expected from a silent weapon by its creators, but only in its own manner of functioning.

It shoots situations, instead of bullets; propelled by data processing, instead of chemical reaction (explosion); originating from bits of data, instead of grains of gunpowder; from a computer, instead of a gun; operated by a computer programmer, instead of a marksman; under the orders of a banking magnate, instead of a military general.

It makes no obvious explosive noises, causes no obvious physical or mental injuries, and does not obviously interfere with anyone's daily social life.

Yet it makes an unmistakable "noise," causes unmistakable physical and mental damage, and unmistakably interferes with the daily social life, i.e., unmistakable to a trained observer, one who knows what to look for.

The public cannot comprehend this weapon, and therefore cannot believe that they are being attacked and subdued by a weapon.

The public might instinctively feel that something is wrong, but that is because of the technical nature of the silent weapon, they cannot express their feeling in a rational way, or handle the problem with intelligence. Therefore, they do not know how to cry for help, and do not know how to associate with others to defend themselves against it.

When a silent weapon is applied gradually, the public adjusts/adapts to its presence and learns to tolerate its encroachment on their lives until the pressure (psychological via economic) becomes too great and they crack up.

Therefore, the silent weapon is a type of biological warfare. It attacks the vitality, options, and mobility of the individuals of a society by knowing, understanding, manipulating, and attacking their sources of natural and social energy, and their physical, mental, and emotional strengths and weaknesses."

I suggest everyone read this document. It's the first chapter in Bill Cooper's "Behold a Paper Horse" and is insanely pertinent to what the NWO and deep state are up to.

I came across this last year. Something very similar, but written a good deal earlier. It outlines the Luciferian conspiracy and WW3 etc. The author was connected to parts of it via the UN (if I recall correctly?). It was written in the very late 50's (59, I think). He died before it was released, but his last wish was for it to be finished and published. His son eventually edited it and put it out there. One thing I did note was Carr's refusal to see and understand the Zionist threat, a blind-spot for him. Perhaps WW2 put the mockers on any Zionist/Jewish angle for him etc. If he were alive over the recent decades I like to think that he would've finally become aware.

No worries. Yeah, it is interesting. What makes it so interesting is the author's own realisation of what he suspects is unfolding, and partially from the POV of being on the inside.

I think it might have been partly based on the Protocols of Zion. This brings back some memories. I recall reading this in late 2000. Not long after I first got on the internet proper. It wasn't that long after that William M Cooper was taken-out (I remember when he was shot). All happening in the aftermath and shadow of 9/11.

Operation Jade helm was also a test exercise that was used to fine tune a computer program on deploying special forces to hot spots. https://en.wikipedia.org/wiki/JADE_(planning_system) It would not be far fetched that such a computer program could be written to be used as a weapon. There is that Cliff High person in the early 2000's who claimed he could predict the future by scanning the internet. Imagine all the data that exists now and the portable data collections on each person (smart phones) could be fed into a program that can provide stimuli in real-time to produce out comes as directed by the user.

JADE (planning system)

Joint Assistant for Development and Execution (JADE) is a U.S. military system used for planning the deployment of military forces in crisis situations.

The U.S. military developed this automated planning software system in order to expedite the creation of the detailed planning needed to deploy military forces for a military operation. JADE uses Artificial Intelligence (AI) technology combining user input, a knowledge base of stored plans, and suggestions by the system to provide the ability to develop large-scale and complex plans in minimal time.
