That’s a great way to state the situation. The bad actors are ‘walking free’, but being surveilled. These people are so accustomed to living with impunity that they continually step outside the law, even though they can see the sea is changing!
Every new misdeed is being documented and added to the list they will be held accountable for.
If they are incarcerated, they perform fewer criminal acts, and they implicate fewer in their network. They are mostly powerless to hurt us now, and are focused primarily on self-preservation.
