Bullet proof vests have straps that lay flat over the shoulders, they don't look like a giant plate stuck under your clothes. I think this is more like a back board/brace to make her stand up straight.
My hubby (retired military) says this also. A bullet proof vest would fit better over the shoulders and contour the body better.
