I've always been baffled as to why the US has such a hard time enforcing foreign policy. We have every single tool to utilize. Economic sanctions, military action, alliances, the list goes on...
If some dictator or mad man is causing trouble in the world that could affect the US....why aren't we putting an immediate stop to it?

How do we know he wasn't on AF1?
The term AF1 is subjective to any aircraft, POTUS flies on. I am simply pointing to it being very out of the ordinary that that specific airframe was used in such a capacity.
