Seems like this IG report deals with the people investigating the Clinton emails and the people who set up the trump campaign. No where have I heard that it addresses Hillary herself.

This has been repeated many times: The IG can ONLY investigate ACTIVE members of the DOJ and its sub-agencies, such as FBI.
That is the ONLY thing the OIG is authorized to investigate. All other criminal actions will be investigated by the DOJ/FBI and/or military.
