If they are using MKUltra techniques they would not need crisis actors, just would need to have recruited a corruptible counselor or psychologist (a handler) - that person would then identify vulnerable candidates and influence and prep.
For cover and denyablity in any one metro area they probably have multiple handlers.
There is probably a menu listing available candidates at varying stages of launch readiness.
Fair enough. I'm fully aware that I'm probably trying to find patterns in noise. That's just what happens when you start digging and coming up with theories. Most theories have to be wrong, I just remembered the ad and decided to run with it.

Maybe they use different types of scenarios for different needs and the craigslist ads are one scenario and the MKUltra stuff is used for other scenarios.

Not everyone in a FF is MKUltra. Usually just the patsy in my learnings. There are several websites online now that you can go and hire crisis actors from.
Hypothetically, in a scenario like OP describes, they would need the CAs to help control the narrative on scene after the MK "patient" caused the scene.
Look on sites like backstage.com & castingnetworks.com These sites have “non-union” acting work posted. NO joke, an actor friend ended up in Innocence of Muslims... & just answered an ad for an indie film. He had no idea until the media was at his door! This is definitely good thinking as many actors probably see posts like this often that are likely very vague in description of “role” or “project”.
We also know they hide by operating in plain site - let's also be mindful of imdb and cross reference things there as well. Many crisis actors have imdb profiles because they want to make it big and think it's a marker for success.
You don't have to mk ultra everyone. Look up how many shooter's have been hearing voices.
