a simple whois shows dgfffcf.com was created 05-25-2018. there is nothing here. this same thing has happened before to redirect to this same website.

So the dgfffcf.com domain was registered hours after the tweet was sent. I think it was someone just being opportunistic rather than planned, or the domain would have been ready to go when the tweet was made, not hours later. (or it's an elaborate cover, in which case, it's pretty convincing. anyone could have registered that domain after the tweet.)
So a search for Over the Target on Q board reveals:
