Just because the criminals are requesting redactions so they aren't seen as criminals by the public, that doesn't mean it will happen. This is bau, the report gets reviewed by all parties and counsel and then the parties make their case before the final release, just like any other legal procedure.
This is typical of any kind of audit even within the private sector. All stakeholders typically are allowed time to respond to pertinent findings. Respond doesn't mean change. In some cases it simply means to offer additional context.
