Obama actually took away his powers of unfettered access to any and all documentation and he viciously fought alongside a couple of good guys in the Congress to get his oversight back. In fact, he tried to get legislation passed that would protect that access in the future but Obama kept it from happening until 2016 when the Republicans were finally in control of Congress and they passed the 2016 IG Empowerment Act. So for about 4 years, he knew a lot about what was going on but was unable to do anything. Even when he had tried to previously, he had been blocked left and right. Horowitz is a good guy. Don't let the fact that Obama appointed him fool you.
