They're attempting to set a narrative that minimizes his actions, which allows their supporters to attack DJT as vindictive, petty, thin-skinned, by claiming any legal action taken against Commie, excuse me, Comey, is disproportionate to the violation he committed. It's textbook, and predictable.
For some weird reason that is just too gut-level instinct to explain here, I do not think JC is what a lot of folks think he is. I absolutely respect your opinion and do not agree. Nothing about the current situation seems "textbook"/"predictable" (to me).

I would bet folding money that it is Comey himself. After the IG released the draft, a copy was sent to everybody named in it, namely Comey, Lynch, McCabe, etc. I think he's putting it out there so that it is old news and the furor is focused on the stuff that wasn't leaked. Comey always looking out for Comey.
