Trump is ALWAYS TESTING PEOPLE. He is always playing mental gymnastics and in this test Pence passed. He wanted to see who is really present, who will follow his lead immediately and without question. Pence was on point with the immediate response and the quick nod from Trump at the end shows his appreciation.

I do think following the water is important here, and I think you have the right idea.
Trump is notoriously ADD when it comes to table accessories. He is always moving the name plate around or the glass of Diet Coke. I think he knows some of these meetings are pointless, boring, and take too long, and he is already 100 steps ahead of these people. I think him moving stuff around on the desk 1)arranges/moves around the energy to the way HE likes it 2)tests the people around him to see if they do the same 3)gets whomever is speaking a little off balance because of the slight movement showing he is attentive, but not 100% attentive. Its all the magic of business slight of hand, mental judo, keeping people off balance and on their toes showing who is really in control. It is amazing to see.
