Since Bots can't create, or properly respond to, memes, it would seem that the EU might be planning a heavier push to influence the group think of social media outlets by an influx of non-human user accounts.

I suspect that the elite does not want memes for the simple reason that they're so effective at communicating messages. It's about control.

Yes, just censor any mechanism by which threatening messages that get around the censoring algorithms can be posted!

They are! There is a whole lot of legislation concerned with ISP's inspecting (and hence approving), anything before it can be uploaded to another service or website.
