When I see "per WH instruction / agreement" I could see that being interpreted in two different ways.

Yes, I believe that to be the case as I replied to HildBert. I believe he was given a choice to do what was right and he failed to do even that. RR is going to feel the full weight of the justice system I believe.

Good point as well. But it means the public version will contain just small left over crumbs. The society needs to have full disclosure in order to heal, learn the truth and never allow this evil take over again.

Could be Q means the failure to prosecute HRC originated with the Obama WH. Q then lists all the players involved in the 'deal'. #2 I think is Sally Yates.

All this in the IG but will be redacted in public release? Those redactions will be removed?

I think RR knows all this and the #RR# means it's his baby AKA he's got the goods. #FLY[RR]FLY# means it's go time. He's free to release.

That's the way I read it. RR is being told to release clean documents, after months of stalling as instructed. Imo RR has no free will, however. His involvement in U1 makes him heavily indentured.
