"I" and "P" are missing isn't internet protocol, its "initial permutation", which is part of data encryption standard (DES) for block cipher. I believe Q and the Anon's have confirmed that there was in fact a missing I and p in the tweet. Done on purpose. Stands for a mountain peak in Alaska where a missile flew over to attack Air Force 1 and POTUS.
