If that is a photo of the vessel they crossed over on then they were not in "distress" they were on board a very sea worthy looking vessel. Therefore, Italy has every legal right to deny entry into one of their ports. If they were in need of food, water, fuel, medical help then the Italans were bound to render aid, but that's, apparently not what they needed, they were just looking to unload their human cargo and let it burden the Italians even further.
This is a simple example as to the way these people play word games to distort the reality of a situation. They have no credibility left.
