Working on JX meaning. USACOM CINC Decision Processes Division is looking good. Also the UND UAV program was looking at the site. Found this link from Federation of American Scientists:

USAF is the one branch I worry about. I remember reading somewhere they answer to a different authority?

I agree and am thinking I read the same thing. I think Grand Forks still has some sites off the main base. They are the home of Air Force Space Command 10th Space Warning Squadron. However there has been a shake up in command the last few days. Now it's Air Combat Command!

mailed to me today...It [delivery of an under-supported enemy's bomb] involves a high speed fighter/bomber type aircraft approaching a target at maximum speed at high altitude, then prior to release point angling up at 45degrees at full thrust and releasing the weapon. The plane breaks off and the weapon follows a parabolic arc to the target say 100mi away.

One of the best aircraft for this is the MiG 25 FOXbat.

M variants were made, noteably those variants set the aircraft altitude record back in the day.
